Opponento more vocal Academic Council debates Nixon libra The Associated Prtss DURHAM Professors at Duke Uni versity vented their outrage Monday on a proposal to establish a Richard Nixon li brary on the campus with one faculty member likening the former president to "the Prince of Darkness." The University's Academic Council opened its debate on the issue by hearing the views of other faculty members. Op ponents had a small edge, judging by the applause, but only a handful of support ers were willing to openly express their opinions before the council. "I don't think we should become known as a hot bed of Nixonism," said Solidarity biiiliday marked Th Associated Press WARSAW, POLAND The Solidarity labor federa tion marked its first birthday without fanfare Monday, its leaders facing crucial talks with the government on demands for media access and members coping with steep bread price increases. No formal national festivities were held, but some unionists wailed sirens across the Lenin shipyards in Gdansk at the end of the day shift. Others drove home with headlights on. A year ago on Aug. 31, a jubilant Lech Walesa had emerged from the shipyard with both fists clenched in the air in a triumphant victory gesture after signing the accords that gave birth to the union. "It is forseeable that sooner or later, there will be a movement to rehabilitate Mr. Nixon. In a democracy, that should be allowed. The question is whether we want to be associated with it." Duke President Terry Sanford proposed the library for a site on the Duke campus. It would be a depository of the papers and other documents of Nixon's career and presidency, probably including the Water gate tapes that led to his downfall. Nixon is a 1937 graduate of the Duke Law School. The Academic Council is scheduled to continue its debate Thursday and vote on a resolution. The University's board of trustees' executive committee meets Many unionists found little reason for celebration, as bread and other cereal product prices rose between 300 and 400 percent. The official media reported scattered panic-buying of bread in some state shops and scarcities of the standard 28-ounce, crusty, brown loaves. . "If the situation does not change by Wednesday, it is going to be difficult to even dream about improvement in quality," the Polish news agency PAP quoted the director of the government bakery as saying. The price of some loaves of bread went from six zlotys, or about 20 cents per 1.75 pound loaf, to 16 zlotys, or about 50 cents. Africa rebuke UNITED NATIONS (AP) The United States cast a lone veto Monday night in the Security Council to kill a Third World resolution that would have strongly condemned South Africa's invasion of Angola. Of the other four big powers holding the veto, Britain abstained and France, China and the Soviet Union voted for the resolution along with Ireland, Japan, Spain, East Germany and its Third World sponsors Niger, Tunisia, Uganda, Mexico, Panama and the Philippines. U.S. Ambassador Charles M. Lichehstein, explaining his vote afterward, said the United States could not support a resolution that placed "blame solely on South Africa for the escalation of violence." He said the presence of an estimated 20,000 Cuban troops in Angola, Soviet advisers in the area and the provision of Soviet arms to guerrillas of the South west Africa People's Organization "fuel the explosive atmosphere of confron tation and violence which daily plagues the people of Angola, Namibia and, in deed, the entire region." The vetoed resolution had been watered down from an earlier version in an apparent attempt to avoid the vetp. Bank decreases prime rate NEW YORK (AP) Chase Manhattan Bank lowered its prime lending rate by one-half of a percentage point to 20 percent Mondaybreaking ranks with the rest of the banking industry and sparking new hopes for a sustained decline in interest rates. The move marked the first change in the prime rate since July 8 , and analysts said they expected other major banks to follow Chase's lead. Chase is the third largest bank in the nation. The prime rate is the interest banks charge on most short-term loans to top rated commercial borrowers. Smaller businesses generally are charged at least 1 percentage point above the prime. The prime rate does not apply to consumer loans. Dive ends on Andrea Doria NEW YORK (AP) Divers ended their month-long search through the An drea Doria's murky corpse on Monday and prepared to weigh anchor with a ' locked safe and an answer to the liner's "last mystery." ' The divers found the hole that the Stockholm opened in the Andrea Doria's side 25 years ago, expedition leader Peter Gimbel said Sunday. It was so large and so deep, he said, that it ended speculation about whether a missing water tight door caused the ship to sink so quickly. The expedition made what spokeswoman Lillian Pickard termed "a very, very tough decision," to abandon the search for the purser's safe in the first class lounge. Instead, she said, divers spent Monday on final filming for a documentary on the expedition. The support vessel Sea Level was to hoist anchor Tuesday and arrive back in Montauk, N.Y., Wednesday.
