The nominations of Jane Elizabeth Furr and John Howard Ray, both juniors, must be approved by a two thirds vote of the full CGC before they take their positions on the court. The top four candidates were then interviewed by Norberg. "The qualifications I was looking for were that there be no conflict with any other branch of government and that they be able to devote a lot of time'to the court," Norberg said. Caters Conferees OK peanut program WASHINGTON (AP) A House-Senate conference committee voted Tuesday to save the basic structure of the federal peanut program, but angry opponents promised a fight on the House and Senate floors. Rep. Stanley Lundine, D-N.Y., said retention of the program would jeopar dize passage of the 1981 Farm Bill, which includes the peanut program. Rep. Paul Findley, R-Ill., a foe of the peanut program, said it created a sys tem of "landed privilege" for people and their descendants granted a govern ment monopoly to grow peanuts when the program was created in 1938. After 90 minutes of debate, House conferees voted 7-2 to adopt the modified Senate version of that section of the Farm Bill: Senate conferees did not vote, as the peanut program already had been approved by the upper chamber. The two leading spokesmen for the programs were Sen. Jesse Helms, R-N.C, and Rep. Charles Rose, D-N.C. Both said they were optimistic that both houses would preserve the program when it reached the floors of the House and Senate later this year. Unions sue over airline service WASHINGTON (AP) Several labor unions, accusing the government of failing to assure "efficient, comprehensive and timely passenger air service,' announced Wednesday they would file a lawsuit seeking the rehiring of thou sands of air traffic controllers who had been fired. The unions, led by the United Auto Workers union, were joined by consumer activist Ralph Nader and the Consumer Federation of America in the lawsuit, which is to be filed today in U.S. District Court. The suit will argue that under the Civil Aeronautics Act, the government is required "to provide efficient, comprehensive and timely passenger air service in the safest possible manner," but that it is failing to do so because of the re duced number of controllers directing air traffic, ..'Israel censured for reactor attack UNITED NATIONS (AP) The U N. General Assembly overwhelmingly - voted Wednesday to term Israel's air attack on an Iraqi nuclear reactor last June a serious threat to peaceful nuclear energy development. Only Israel, and the United States voted against an Iraqi-proposed amend ment putting that judgment into a resolution commending the International Atomic Energy Agency for promoting nuclear power for peaceful purposes. The vote was 119-2, with 10 abstentions. Israel said last summer that it destroyed the installation June 7 because the reactor was being used to manufacture nuclear weapons for use against the Jewish state. Iraq denied the accusation. The International Atomic Energy Agency said at the time that its regular inspections had not revealed the Iraqi facility was being used to build arms. The 10 countries abstaining from the amendment vote were Chile, Colombia, the Dominican Republic, Guatemala, Haiti, Jamaica, Ghana, Lesotho, Malawi and Swaziland.
