To protest increase harassment Norberg aiiiiCDioices plans By KKN MINGIS ' 1)1 II Marr Writer Student Body President Scott Norberg and Residence Hall Association President Robert Bianchi plan to testify Thursday before the North Carolina Public Utilities Commission in an effort to stop a pro posed rate increase by Southern Bell, Norberg said Tuesday. The proposal, if approved, would raise telephone hook-up costs by more than $40, and would raise the local monthly charge by $4.45. Norberg said the commission would be presented with student petitions opposed to the rate hike. Petitions circulated in November and December collected more than 5,500 signatures. "I feel certain that our testimony will have some effect," Norberg said. "We've been working closely with University in terests in planning our argument, and what we say should make an impact." In addition to expressing student oppo sition to the proposed increase, Norberg said that Student Government would be completing various projects before a new administration takes office in February. The race relations course set up by the University Services committee begins next week, Norberg said. The class, which is offered through special studies, is de signed to help students understand cul tural differences between blacks and whites. "It is a concrete program that will ad dress so much of the lack of under standing between black and white stu dents," Norberg said. "Hopefully in the future we can expand it for more student participation." Norberg also said he planned to present a reorganization proposal at the next meeting of the Rules and Judiciary Com mittee of the Campus Governing Council. "We plan to look into setting up a . course review, upgrade "the tutorial ser vices, discuss student representation pro posals with the Board of Governors and examine the possibility of student mem bership on the Committee for Under graduate Admissions," he said. "Students may look upon us as a Mame-duck administration because of "the upcoming elections, but the exact .opposite is true," Norberg said. "In the past, after Christmas, there have some times been wholesale resignations from student government (as people start looking for other things to do).. That hasn't been the case so far." Only " one member of the cabinet has resigned, executive assistant Summey Orr, Norberg said. He has been replaced by Tony Lathrop, a junior from Chapel Hill. She said she felt that some incidents might "boil down to one individual's word against another." In a questionable case, previously maintained records of cases might contri bute to any judgments that had to be de cided by any one of the grievance conv mittees available to students and em ployees. Billingsley said the cold weather also hampered men working on the pipes. "They've had to work long hours out in the cold, but there have . been no com plaints," he said. Despite the extremely low temperatures Sunday and Monday, only one case of hypothermia had been reported at North Carolina Memorial Hospital, and no one had been treated for frostbite, a hospital spokesman said. ATLANTA (AP) Wayne B. Williams and Nathaniel Cater sat together on a park bench about a week before Cater's body was found in the Chattahoochee River, a witness testified Tuesday at Williams' murder trial. The surprise testimony marked the first time anyone had told of seeing Williams with either of tne two youths he is accused of killing. Williams has denied knowing them or any of the 26 other young blacks whose deaths have been investigated by a special police task force. Margaret Carter, who said she had been a friend of Cater's since 1978, testi fied she saw Williams and Cater on the bench near the apartment of Cater's parents. Williams, a 23-year-old black free-lance photographer, is charged with killing Cater, 27, and Jimmy Ray Payne. No arrests have been made in the 26 other slayings. . , Poles eager to end martial law WARSAW, Poland (AP) Deputy Prime Minister Jerzy. Ozdowski told Western reporters Tuesday that Polish authorities would like to end martial law by Feb. 1. , However, Ozdowski said there was no timetable for ending the state of emergency, which was declared Dec. 13. Ozdowski said the timetable for lifting military rule ''depends on the situation.'' In the past month, Polish officials have said martial law would not last "a moment longer than necessary," but had not set a date for lifting it. Ozdowski made his statement on ending martial law at a news conference for foreign journalists.
