The president, who promised the recession would end faster than expected, sandwiched his economic remarks be tween calls for the private sector to voluntarily take over some of the social services long performed by government. That long-standing Reagan theme has yet to catch fire across the nation. But Reagan made clear that he hoped the group he ad dressed, called the new York City Partnership, would serve as a model of things to come. Hunt and North; Carolina Employment Security Commission of ficials have expressed disapproval of President Ronald Reagan's recent cut in the commission's budget. The budget resolution trims the Em ployment Security Commission budget by 12 percent for October 1, 1981, to March 31, 1982. , Hunt press aide Stephanie Bass said the governor was not pleased with the cut. "We have been somewhat upset by the cut since it comes at a time when people need jobs," Bass said. ' Bass said the cut would probably fur ther raise the unemployment rate. "It doesn't seem consistent with the way the economy is going and the direction the federal government is moving," she said. Joe Elliott, assistant administrator of the state ESC office, said the cut came at a time when ESC services were needed more than ever. . " We have yet to get the exact dollar estimate or the number of personnel that will be affected by the cut," he said. Elliott said significant personnel reduc tions and closings of local offices seemed likely now, although ESC officials are not yet sure how the budget cut will affect the 55 full-service offices. Local governments are already paying rent for two ESC of . fices to keep them open. "One thing we want the public to know is that we're talking about operating funds," he said. "There is no problem with the unemployment insur ance checks." Elliott said the ESC may have to cut costs in how they distribute checks. The dollar value of the checks, however, will not be affected. Since Saturday, 189 deaths have been blamed on the weather. The snowstorm that pelted parts of the South with the highest accumulations in nearly a half-century was regrouping for a new assault on East Coast states. Traffic was hazardous from Texas to New England, and scattered power outages were reported across the Deep South as the snow moved north. In Alabama, 750,000 people nearly a fourth of the state's people were without power after sleet and snow-burdened tree limbs snapped power lines. Residents left without power bundled up or moved in with relatives. Saudi Arabia warming to Soviets BEIRUT, Lebanon (AP) Saudi Arabian officials, irked by what they view as U.S. inaction over Israel's annexation of the Golan Heights, have hinted several times at the possibility of diplomatic relations with the Soviet bloc. Western diplomats in Saudi Arabia say the campaign appears to have a twofold purpose: preparing public opinion in the traditionally anti-Communist kingdom for eventual ties with the East bloc and warning President Reagan's administration. "There is a drift towards greater acceptance of the idea, and I think they might be preparing the people for it," said one Western diplomat, who de clined to be identified. Western diplomats add that any move towards full diplomatic relations with the Soviet bloc by Saudi Arabia the world's largest oil exporter is most likely to be gradual. - Minister's son found in desert ALGIERS, Algeria (AP) Algerian search teams found the son of British Prime Minister Margaret Thatcher unharmed in. the Sahara Pesert on Thurs day, six days after he dropped out of the Paris-Dakar motor rally, the Foreign Ministry said. One report said he and two teammates survived in a makeshift tent. A spokesman for the ministry said Premier Mohamed Abdelghani per sonally telephoned Mrs. Thatcher to tell her that her race driver son, Mark, 28, had been found in the sparsely populated Sahara region of southern Algeria, about 250 miles from the town of Tanianrasset. The official Algerian Press Service said Abdelghani told Mrs. Thatcher her son was located "safe and sound."
