RALEIGH A concern for North
Carolina bikers who have one of the
highest fatality rates in America has
pushed the state to the national lead in
promoting bicycling, a state official says.
Curtis Yates, bicycle coordinator for
the state Department of Transportation,
says North Carolina is "turning out to be
one of the best sources (of information
on biking) nationally."
The bicycle program, established in
January 1974, has brought inquiries from
officials in other states and attracted
notice from several national publications.
"Our primary mandate is to provide
technical assistance to local areas because
they can't all afford a 'tricycle coor
dinator," Yates says.
The program stemmed from a report
he prepared in 1973 while working as a
planner for the state. Trie Department of
Transportation heard about the idea and
created the position of bicycle coor
dinator for Yates.
Later the General Assembly set up a
seven-member Bicycle Advisory Commit
tee. The state pays the salaries of Yates
and his two staff members and relies on
federal money for publications and pro
grams. Yates, who wasn't a cyclist before he
began work as bike coordinator, says he
wrote his 1973 report because, "North
Carolina has one of the highest per capita
bike accident rates in the nation. There
are a lot of people and we are scattered.
We have a massive highway system and
lots of people biking."
So he educated himself on the topic
and set about changing the statistics.
Although there are some signs of im
provement, Yates says about 20 percent
of the nation's bike accidents requiring
medical attention occur in North
Carolina.

Later police announced "all recovery
operations have ceased for the day."

"The accidents are slowjyrincreasing
but we feel the number of people riding
and the number ofmiles they're riding b
increasing much more rapidly," he says.
"Hard times are making more and more
people ride bicycles."
In 1980, the latest year for which
figures are available, 32 bicycle
riders more than 70 percent of them age
16 or younger died in traffic accidents.
Five accidents involved motorists driv
ing under the influence of alcohol or
drugs and seven involved hit-and-runs.
Bicyclists riding out of driveways or side
streets into the path of an on-coming car
accounted for 11 of the fatalities. Most
of the fatalities occurred in the summer,
on Jiigh-volume rural roads and in the
coastal areas.
In addition to safety projects, Yates'
office has tried to draw attention to
bicycling as ' a way of transportation
through newsletters, coloring books and
comics for children, poster contests, bike
races, bike-to-work days, cycle tours,
bike registration drives and cycle
maintenance classes.
The efforts have sparked similar pro
grams in private businesses. In CarlqtteA
employees of the Arrowood Industrial
Park had a contest to see who could use
the least energy driving to work and two
bike riders won. A record store in
Durham offered employees paid vacation
for time they spent riding bicycles to
work. '
But the promotional project Yates says
he's proudest of is the office's touring
service. Ten bicycle trails have been
developed for touring 4,000 miles of
North Carolina, a kind of Appalachian
Trail for bikers.
Bikers may choose to ride segments as
short as a mile on the routes which follow
highways that officials believe are

The left wing of the jetliner, recovered
from the river Friday, was hauled to an
airport hanger for examination.
The question of whether too much ice
had accumulated on the plane before
takeoff remained a subject of intense in
terest for the federal investigators. A
Braniff Airways pilot expressed concern
about ice on the wing and fuselage shortly
before takeoff.

A North Carolina bicyclist
... state has good bike program
relatively safe because of the low traffic
volume and good road conditions.
Only three of the trail maps, each in
45-mile segments, have been printed.
Each gives information on safety, state
laws, land features, potential hazards,
availability of public transportation, ;
average temperatures and winds.
The three maps now available are the
Mountains to Sea, Piedmont Spur and
Carolina Connection trails. The others,
which are expected to be available by this
summer, are Ports of Call, Cape Fear
Fun, Ocracoke Option, North Line
Trace, Southern Highlands, Sandhills
Sector and Mountain Connectors.
"People like North Carolina for its
climate and bikeability," Yates says.
"One of the best ways to see it and enjoy
it is by bike. It's an inexpensive way of
vacationing."
After the maps were publicized in two
national magazines, Yates says he got
calls from as far away as Maine and
California. "People are finding us more
and more," he says,

ed, safety investigators said examination
of the plane's left wing showed the pilot
apparently complied with Boeing's flap
setting suggestions. "
Only examination of the aircraft flight
recorder and cockpit voice recorder
both still in the tail section will provide
specific information whether the pilot
may have lifted off too abruptly for the
weather.
Investigators said the pilot of Flight 90,
Capt. Larry Wheaton, 35, was properly
certified but his record was being checked.
Wheaton had flown for Air Florida
since 1978 and was assigned as first of
ficer on a DC-9. He switched to the Boe
ing 737 the next year and was promoted
to captain in August 1980.

High school students, , parents , and
teachers in Chapel Hill have taken a
unique approach in combatting the in
creasing numberjoftudents involved in
alcohol-related accidents. Drive-A-Teen,
since its creation in May 1981, has been
providing free transportation home for
high school students too drunk to drive.
Because of the program's success, .
some University health educators have
been discussing the possibility of exten
ding a similar assistance program to
University students. Drive-A-Teen has
provided over 100 rides to Chapel Hill.
High School students calling a 24-hour
phone line staffed by parent volunteers.
' ' We were concerned by the number of
accidents we were handling," said co
sponsor Susan Spault, health' educator
1 for Chapel Hill-Carrboro public schools.
Spault and co-sponsor Bob Senior
brought their concept of Drive-A-Teen
before parents and , students, who were
both very receptive to the program,
Senior said.
Discussion among high school students
has prompted Drive-A-Teen to extend the
scope of its services to include non-alcohol-f
elated problems. Rides. are pro
vided to anyone in need, of assistance
anytime, without any hassle from parent
volunteers, Senior said.
Although parents only volunteer their
services from 7 p.m. to 7 a.m. Friday and
Saturday, HELPLINE, an emergency
referral service, will dispatch a cab to pro
vide transportation for the caller anytime
during the week, and Drive-A-Teen will
pay the fare.
"We have even picked up some
University kids who were really
stranded," Senior said.
Parents as well as students have
become more aware of alcohol usage prob
lems, Senior said. Senior and Spault
lead discussion groups at the high school
where alcohol and drug-related problems
are discussed openly.
"I think all of us are driving more
seriously," Senior said, praising the pro
gram because it "opens the lines of com
munication between parents and
students."
Extending the program to University
students would require much coordina
tion and cooperation from the students.
"I think there is a problem with
students drinking and driving," said
Lucie. Minuto, health educator for Stu
dentrlealtfym vice to UNC students would require "a lot
of work and effort by the students,"
Minuto said.
The Campus Alcohol Education Ser
vice currently is discussing the1 Drive-A-Teen
program and is preparing to ap
proach various campus service organiza
tions. A 1980-81 preliminary investigation by
a number of UNC graduate students on
alcohol use on college campuses indicates
there may be a need for extending Drive-A-Teen
to college students, Minuto said.
The prevalance of alcohol use has been '
rising since 1950.

Group warns of higher gas prices
WASHINGTON (AP) - Consumers could end up paying $18 billion more
for their natural gas bills over the next three years because of a proposed action
by a little-known government commission, a consumer group charged Sunday.
The Energy Action Project said a proposal by the Federal Energy Regula
tory Commission threatens to boost the average residential bill by $35 a year on
top of 20 percent annual increases already projected.
In the 1978 Natural Gas Policy Act, Congress set a seven-year timetable for
price controls to be lifted on certain categories of natural gas. In addition, it
gave the energy commission authority to speed up decontrol if it determined
such action would prompt further exploration in "high-risk" areas.
; The commission announced last month that it was considering allowing gas
found at depths between 10,000 and 15,000 feet to be sold for 50 percent more
than permitted under the 1978 law.

Sitting in Victorian armchairs and
warming their hands before wood-carved
fireplaces (just like at the Qub), more
than 50 of the hotel's 300 guests talked
and experienced Prep for most of
three days. Then on Sunday they packed
up their LaCoste alligators and Bass
. Weejuns and headed for home.
It was easier for some than others.
Some had it in their blood.
