The competency test needs to be one that "can be measured statewide," she said. As administered now, the test is subjective according to individual standards. Stallings said the vNCAE supported a proposal to move the testing date to an earlier grade. When administered in the eleventh grade, "efforts for remedial instruction are hindered," she said. "The addition of a writing portion to the test would be very costly," she said, because the grading would require extra manpower and hours. Alexander said the NAACP "is opposed to the concept of competency testing because it doesn't do what it purports to do." "It was set up to marshal political support around the schools," he said. "Unless it is directly tied to instruction, it cannot be a valid measurement. In an absolute sense, the test is not what it should be." Information on the second pilot test will not be available until June or July, Brown said. Following public forums in Greensboro, Wilson and Hickory, the commission will' make a recommendation to the State Board of .
