2The Daily Tar HeelWednesday, February 24, 1982 New Y officers discuss projects By ROBERT MONTGOMERY Staff Writer The Campus Y is gearing up for the remainder of the year with two new co-presidents and several upcoming projects. Anne Beeson, a junior religion and economics major from Memphis, Tenn., and Bob Royalty, a junior religion and English major from Atlanta, Ga., have been appointed Campus Y co-presidents for 1982. - The Y serves both UNC students and the Chapel HillCarrboro com munity, Beeson said. Its basic purpose is "to let students do what they think needs to be done to help others, the campus, the community and themselves," Royalty said. More than 600 members are'involved in the Y, while 20 committees carry on a wide variety of programs. The programs can be divided into volunteer groups and programs based on "human concerns," he said. Volunteer groups include the big buddy and nursing home programs. The second group includes global issue and hunger action programs. The Campus Y is sponsoring the Chapel Hill "Walk for Humanity," on April 13, which raised more than $2,300 last year for service organizations. Beeson became interested in the Campus Y when she attended its freshman camp. She then got involved with the organization's dinner discussions. "Dinner-discussions seemed important and I thought they needed to be done," she said. Royalty became involved in the Campus Y through its annual crafts bazaar. He also worked as a counselor at the freshman camp. "I was at tracted to Campus Y because it does unique things and it is concerned with helping others,"he said. Although Beeson and Royalty have not finished their plans for 1982, they outlined a few upcoming Y events. "The accident was unavoidable," Hayes said. He and officer John5 Jones reenacted the accident and determined that the bright sun could have hampered Parker's vision, Hayes said. TO MY IMAGINATIVE ADMIRER: Give me a chance to SEE how I feel about RECIPROCATING! Jon. " . , growth From page.1 Rashkis said the recent surge in home sales was encouraging to realtors, but considering the sudden crash of the market in 1982 and the generally unpredictable factors in the economy, he said he did not know if the trend would continue. The most significant economic factor is in flation, Rashkis said. Increased prices have hit . everything, including heat, gasoline and elec tricity costs. With more people spending jnoney for these necessities, fewer, dollars are spent on retail items. A Chamber of Com merce survey confirmed this in a study com paring retail purchases in 1970 and 1980. ' "The study showed that Orange County residents spent 50 cents of every dollar for retail purchases in 1970," said Lee Houser, president of the chamber of commerce. "But for 1980, that Figure decreased to 35 cents per dollar." Houser attributed the decrease in retail sales to the rechanneling of household funds and to the number of high-priced items residents pur chase outside of Chapel Hill, such as furniture and automobiles. But one business leader suggested that the real problem with retail sales was the limited selection of good in Chapel Hill. "Why should anyone from Chapel HOI go to Franklin Street or University Mall when he could go to Durham and find a bigger selection at a better price?" Houser, however, said selection was not the problem. "Chapel Hill retailers do have good selection and excellent facilities." He added that the chamber had targeted customer serv'cr as an area that Chapel Hill merchants could improve. Hearn said the chamber planned to launch a campaign to get more Chapel Hill and Carr boro residents to patronize local merchants. Promotional'' goals of the chamber also , center on attracting high-technology, but low utility using, industries. "Take for example, an airline reservations center," Hearn said. "It would provide jobs and capital without using a . lot of water." More importantly, high technology industry, with all its expensive equipment, would increase the industrial tax base, he said. "By getting more industrial tax revenue, the tax burden will be shifted away from residen tial property owners, who already pay too much in taxes." Most industrial plants would probably locate outside Chapel Hill town limits, Hearn said. He predicted that office and institutional development would be the prime growth area in real estate. Promotion of Chapel Hill as a prime retire ment community will continue to boost the town's population, he said. "They (retirees) are a windfall for us," Hearn, said. "They'll come here from the North with their $500,000 retirement accounts, put it in a local bank and they never require many public services. They don't have any kids in public schools and they rarely use public facilities." The Chamber of Commerce answers more than 3,000 requests for informa tion every year, he added. . Hearn said he was optimistic about Chapel Hill's economic future if economic growth continued to be stressed by the town's citizens. "There's not one person in Chapel Hiil who doesn't want to make more money than he or she did last year," Hearn said. "Business will have to grow if they want to grow." Thursday: A look at the relationship between development and future growth in Chapel . .Hill.: . j ri IS i i From page 1 He said the bills passage halted other reductions in a staff already pared from about 2,000 to 1,800 under the initial round of Reagan administration budget :uts. "That was the first layoff," he said. "We would have had to lay off another 380 (employees) under December's cuts." SQUIREL: HAPPY BIRTHDAY YOU light weight. Man, I wish I was 20 years old.
