Israelis cancel PLO land evacuation plan
The Associated Press
BEIRUT, Lebanon The Israeli
military command in Tel Aviv announced
late Tuesday that the first planned
overland evacuation of Palestine Libera
tion Organization guerrillas from Beirut to
Syria "will not take place."
The Israeli communique said: "The
overland evacuation scheduled for
Wednesday morning will not take place.
Only the evacuation from sea will go on
from 12 noon - 6 a.m. EDT."
A command spokesman when asked
who had canceled the scheduled bus
convoy evacuation of some 2,000 guer
rillas replied, "Not the Israelis. As far as I
understand, it is the Syrians."
One possible reason for the postpone
ment was a sudden outbreak of heavy
shelling along the Beirut-Damascus
highway on Tuesday. The Israeli com

and east of Beirut. Christian radio broad
casts offered a different version, saying
Syrian and Israeli gunners were shelling
each other along a stretch of highway
about 12 miles east of Beirut.
The evacuation plan calls for the bulk of
the PLO forces in Beirut to leave via buses
for Damascus, Syria. It says the "initial
group" is to leave Wednesday with the rest
following over the next 10 days. Israeli Ar
my Radio said Tuesday that first group
was to have included about 2,000 guerrillas
and PLO officials, leaving in 40 buses.
U.S. Marines were poised to come
ashore Wednesday to help police the
overland evacuation. It was not im
mediately known whether they would pro
ceed with those plans.
The evacuation by sea continued Tues
day, with another boatload of cheering

from President Reagan which said the
Marines would not engage in combat.
Reagan said earlier the force would
withdraw "immediately" if shot at.
Pentagon spokesman Henry Catto said
in Washington that the new fighting will

but "the decision hasn't been made yet on

UNC desegregation plan
A federal appeals court in Washington,
D.C. ruled 2 to 1 Tuesday it would not in
terfere with the plan reached last year on
desegregation of the 16-campusUniversity
of North Carolina system.
"This is the third federal court that has
sustained our position," UNC President
William C. Friday said in a telephone in
terview Tuesday.
Friday said he hoped the ruling would
close the door on the 12-year-old dispute,
although he said there is one more legal
step which the NAACP Legal Defense
Fund, which appealed the decision, could
take.
"It's been a long, long struggle," he
said.

until minutes from a public hearing
can be reviewed. The minutes are
expected to be avilable for the com
mission's Sept. 7 meeting.
If approved, the auport, which
would be located in Bingham
Township, would allow for the clos
ing of Chapel Hill's Horace
Williams Airport. The existing air
port has been subject to criticism
after two airplane crashes during the
past year. Area residents are con
cerned that a plane might go down
into one of the schools surrounding
the airport.
Earlier this month, the county
Planning Commission recommend
ed that the commissioners reject the
Midway proposal, citing a lack of
compliance with Federal Aviation
Administration standards.
Raymond Dawson, vice president for
academic affairs, said that when UNC
lawyers called the General Administra
tion office Tuesday afternoon to an
nounce the decision, "we were glad to
hear it, but we expected it." He said the
Legal Defense Fund had challenged the
validity of a decision which approved the
decree by U.S. District Judge Franklin
Dupree last July.
The court panel did not address the
merits of the plan, but said the desegrega
tion program was under the jurisdiction
of a federal judge in North Carolina.
