The Israeli communique said: "The overland evacuation scheduled for Wednesday morning will not take place. Only the evacuation from sea will go on from 12 noon - 6 a.m. EDT." A command spokesman when asked who had canceled the scheduled bus convoy evacuation of some 2,000 guer rillas replied, "Not the Israelis. As far as I understand, it is the Syrians." The minutes are expected to be avilable for the com mission's Sept. 7 meeting. If approved, the auport, which would be located in Bingham Township, would allow for the clos ing of Chapel Hill's Horace Williams Airport. The existing air port has been subject to criticism after two airplane crashes during the past year. Area residents are con cerned that a plane might go down into one of the schools surrounding the airport. Raymond Dawson, vice president for academic affairs, said that when UNC lawyers called the General Administra tion office Tuesday afternoon to an nounce the decision, "we were glad to hear it, but we expected it." He said the Legal Defense Fund had challenged the validity of a decision which approved the decree by U.S. District Judge Franklin Dupree last July.
