October 4, 1982 world : Mews Clinch River reactor funding to contiiiue By CINDI ROSS Staff Writer Despite criticism that it is a waste of taxpayers' money, the Senate decided Wednesday in a 49-48 vote to continue funding for the $3.6 billion Clinch River breeder reactor project near Oak Ridge, Term. "The project, for all its many deficiencies ... seems to lead a charmed life," said Dan Read, president of the Chapel Hill Anti-Nuclear Group Effort. "The Senate has approved it, and the House has approved it year in and year out," he said. Read, speaking for both CHANGE and the En vironmental Law Project, said that he was completely opposed to the Clinch River project. "It's not needed," he explained. "There's an oversupply of electrical pro ducing plants in this country," he said, adding that con servation efforts were needed, instead of more power plants. "Even if breeder reactors were necessary, and you had a safe way of controlling them,"Read said, "the design of this reactor is about 1 1 years old and France has more advanced plants. We aren't even building a good plant," he said. Both North Carolina U.S. senators. Republicans, Jesse Helms and John East, voted against the bill which would have killed the Clinch River project. "Both (Helms and East) claim to be staunch sup porters of the free enterprise system," Read said. "If they really were, they would ask these utilities to take a risk for the project." In its original design, some 750 utilities and the U.S. ' government were to jointly fund the project, he said. The government, however, has picked up most of the tab so far and will probably continue to do so, he added. David Craft, a legislative aide to Sen". Helms, de fending the senator's support of the project, said "the government should play a'role in projects of this kind, particularly in the utilities field, where the rate structures do not allow for the free enterprise system." "We spent a lot of time on it because the opponents finally struck home with us when they said it was out dated," Craft said. "We've examined it and talked to engineers and we are convinced that the technology is not outdated," he said. Although critics have said that the French prototype is better, the Clinch River breeder is the only one that could pass the stringent safety re quirements, Craft said. "If we get to the point that we feel the technology is outdated or the project is a turkey as opponents have called it, we would definitely vote against it," Craft said. Considering the price of the project, he said, Sen. Helms would continue to look at the economic ques tions. , "Sometimes you reach a point when the cost is too great, no matter what the benefits of the program we haven't reached that point," Craft said. Opponents of the projects look forward to another chance to delete its funding. Janet Hathaway, a staff at torney with Congress Watch, a consumer advocate group in Washington, said, "We're hoping that we'll have another chance during the lame-duck session. We believe that the coalition we've been working with has 1 been instrumental in bringing people to our side," she said. ' Congress Watch plans to continue lobbying in Con gress to kill the project, Hathaway said. She expects the House to vote in December on the appropriations bill which would delete funds for the project, she said. "I think we have the votes in the House," Hathaway said, "but it will be a fight again in the Senate." - Israeli soldiers killed in Moslem-area ambush The Associated Press BEIRUT, Lebanon Gunmen fired a rocket-propelled grenade into an Israeli troop bus from an ambush near a moun tain village Sunday, killing seven soldiers and wounding 15 others, Lebanon's state run television reported. An Israeli army spokesman in suburban Baabda, five miles east of Beirut, con firmed there had been an ambush near the village of Aley and said there were cJosn Uo For A casualties. But the spokesman, who iden tified himself only as Lt. Stuart, could not provide exact figures. The rightist Christian Voice of Lebanon radio station also said seven soldiers were killed and 15 wounded by rocket-propelled grenades and automatic weapons fire near Aley, 10 miles southeast o Beirut and six miles in front of the Syrian lines that begin in the village of Sofar. In Beirut, Lebanese newspapers reported that President Arnin Gemayel wants to form an interim cabinet, headed by the chief of Lebanon's paramilitary security force and including other military men, that would have wide powers to im pose, law and order. Andrews, P-N.C, was arrested Saturday night and charged with driving under the influence, speeding and failing to stop for a police car with flashing lights, police said. . The 4th District congressman was stopped about 10:20 p.m. after a high-speed chase on U.S. 1-South, the Raleigh beltline, police Lt. C.G. Diedrich said Sunday. Andrews, 57, was released on $200 bond, and a court appearance was scheduled for Oct. 18, Diedrich said. Andrews refused a Breathalyzer test, Diedrich said. Failure to take the test can result in suspension of a driver's license for six months, he said. MADRID, Spain Three army officers arrested this weekend were reported to be planning a military coup for Oct. 27, a day before na tional elections that are expected to bring in a socialist government. The Defense Ministry identified the three officers as Col. Luis Munoz Gutierrez, Col. Jesus Crespo Cuspineda and his brother, Lt. Col. Jose' Crespo Cuspineda, and said they were arrested Satur day for "activities against the security of the state." BONN, West Germany Chancellor Helmut Kohl said Sun day he will work to reduce tensions between Western Europe and the United States and assure America that West Germany is a reliable partner. Kohl said he will work to ensure , that conflicts between Western Europe and America, such as the recent dispute over Europeans sup plying equipment for the Soviet natural gas pipeline and contracts to buy Siberian natural gas "will no longer be possible."
