WASHINGTON The Supreme Court told the states Tuesday they may fight the "carnage caused by drunk drivers" by using a motorist's refusal to take a sobriety test as evidence of guilt. In the drunken-driving case, the justices reversed by a 7-2 vote a South Dakota Supreme Court ruling that had banned as trial evidence a driver's refusal to take a sobriety test.
