2Ttie Daily Tar HeelFriday, February 25, 19S3 finance budget lottery BRIEFLY From page 1 From page 1 From page 1 amount because there was only $5,1 17 left of the funds the CGC had previously set aside for subsequent appropriations. The committee encouraged the Forensics Union to apply for additional funding if the full CGC extends the limit on subsequent appro priations. He proposed using the GRS funds for large, one-time expenses. "I think that's the only way to have leverage in the future," he said. Broad foot supported Nassif on this idea. "That way, we wouldn't be as surprised if the money (GRS) was suddenly cut off," he said. However, Straley wanted to know how Nassif and Broadfoot could talk about decreasing the . amount of spendable revenues and not about in creasing the property tax. Of f -campus students who complete a housing contract and pay $73 or obtain the financial aid waiver card are also drawn for the waiting list. There are separate waiting lists for males and females, and each student's number on the list is posted in Cair Building, Rustin said. s University housing is offering a symposium for closed-out students at 7 p.m. March 3 in the new anditorium of the Carolina Union. Infor mation about the waiting list and aspects of apartment life will be presented at the sym posium. . Rustin said that being on the waiting list did not guarantee an immediate spot in any resi dence hall, but he added that last year the female waiting list was exhausted on Oct. IS and the male list on Dec. 16. . '' The Associated Press . WASHINGTON President Reagan, denying a scandal was brewing at the En vironmental Protection Agency, named a replacement Thursday for Rita M. Lavelle and two other agency administrators he removed in the continuing shakeup at the EPA. The president said he retained confidence in the environmental agency's adminis trator, Anne McGill Burford, and told re porters who asked about a possible EPA scandal: "The only one brewing is in the media that's talking about it." SAN FRANCISCO Anne M. Burford, head of the embattled Environmental Pro tection Agency, said Thursday she had con sidered resigning because she might have become a political liability to President Reagan but decided not to. The president, she said, had not asked for her resignation and continues to support her. WASHINGTON Federal Reserve Chairman Paul Volcker said Thursday that some interest rates charged by banks seem "quite high" in light of recent declines in in flation. But he said there was little point in trying to simply talk lenders into lowering rates. The best strategy, he said, is to reduce federal budget deficits and hold monetary growth in check, thereby reinforcing gains against inflation and assuring an economic climate in which rates would fall.
