Staff Writer The proposed Interstate 40 extension corridor through Orange County will make Chapel Hill the housing center of the Research Triangle Park, said Roscoe Reeve, member of the Orange County Planning Board. The Chapel Hill-Carrboro thorough fare plan calls for an access road that would connect Chapel Hill to the new segment of 1-40. This connection would place this city closer to the Research Tri angle Park than Durham, putting Chapel , Hill in the enviable position of being the place to live if one works in the RTP, Reeve said. Work has already begun on a 2.1 mile segment of the 1-40 extension. Funding for the rest of the road may not come through, said Den Morton, planner of the State Department of Transportation. The state is trying to beat a 1986 deadline, when federal funds might be cut off, Morton said. State funds might also fall short if the General Assembly does not match federal funds for fiscal year 1984, which begins' in July, 1983, he said. Tentative dates for bids on the grading and structure work on the remaining stretch of 1-40 are set for July, 1983 to September, 1984. The proposed 1-40 extension will con nect to U.S. 15-501 at the Country Squire Steak House. Verna Carawan, manager of the restaurant, said Country Squire had been thinking about relocating, but would not move "until the state's bull dozers are on our doorstep." As an access to 1-40, an extension of Estes Drive is planned, said Danny Plea sant, member of the Chapel Hill planning staff. Franklin St. 942-1423 1 "Me and my neighbors have been fighting this (1-40 and Estes Drive ex tension) for 20 years," he said. Reeve lives in a neighborhood directly adjacent to the Estes Drive extension. The region is a swamp and a floodplain, and constructing a road through the area would adversely affect living conditions there, he said. Drainage from the entire Chapel Hill area flows through the area, he said. The pathway of the drainage narrows into a flow 200-feet wide near his neighbor hood, he said. If the extension plan is ap proved and the road is built into this area, the entire neighborhood will be flooded and residents will have to abandon their ' homes, he said. "This is the most damage that has been proposed in Chapel Hill since my ap pointment to the (Planning) Board," he said. Reeve wrote the Sierra Club to see if he could elicit their support to stop the Estes Drive extension through; his neighborhood. Several UNC graduates belong to the Sierra Club, he said. Tentative plans are also underway for the widening of N.C. 54 and U.S. 15-501 to four lanes, he said. Brii 3FLY The Associated Press RALEIGH Sixty-six North Carolina counties had double-digit unemployment in January as the jobless rate rose in 94 of the state's 100 counties, the state Employment Securi ty Commission said Tuesday. f The total state unemployment rate for January was 10 per cent, said commission chairman Glenn Jernigan. The national unadjusted rate was 11.4 percent in January and 10.5 percent in December. "Usually, weather conditions and post-holiday layoffs in retail trade account for the major increases in unemployment during January," Jernigan said. "This year was no exception. From all indications, improvements will be slow in the months ahead, but we're hopeful that construction and tourism will help lead us out of die recession." WASHINGTON The nation's governors said Tuesday that President Reagan must rein in federal deficits by slashing his defense buildup by at least half while eyeing tax increases that "do not unfairly burden already hard-pressed lower- and middle-income Americans." By a vote of 30 to 10, the National Governors' Association adopted a bipartisan resolution on the budget after rejecting a Democratic proposal that would have placed the state execu tives firmly in opposition to the president's programs. Gov. Jim Hunt of North Carolina, one of the 10 voting against the bipartisan resolution, agreed that the deficit must be reduced, said his representative Brent Hackney in Raleigh. "But he thinks it's probably unreasonable for the governors to sit down and write the defense budget for the President," Hackney said. "They just don't have enough information to do that." ' WASHINGTON Gov. Jim Hunt on Tuesday asked a congressional subcommittee for immediate federal action to share funding in coastal resource management and develop ment. . ' ' Hunt testified before the House Subcommittee on Oceanography of the House Merchant Marine and Fisheries Subcommittee on a bill to establish an Ocean and Coastal Resource Management and Development block grant pro gram. .
