2The Daily Tar HeelThursday, March 17, 1983 Professor discusses East Asia Bri By THAD OGBURN Staff Writer "We are too much at the present time a prisoner of our hatred against Vietnam," Professor William Frederick said Tuesday night in the sixth lecture of the Great Decisions '83 series. Frederick, a history professor at Ohio University, discussed "Southeast Asia ASEAN and its Communist Neighbors." The Association of Southeast Asian Nations (ASEAN), which consists of Indonesia, Malaysia, Thailand, the Philippines and Singapore, has taken a strong stance against Vietnam. "Both ASEAN and the United States have vastly misunder stood Vietnam's position after 1975," Frederick said. Frederick told the audience of about fifty people that the United States needs a new kind of diplomacy in Vietnam, adding Kah n that the present U.S. policy of isolating Vietnam "smacks of im morality." Frederick talked about the unique arrangement of ASEAN, and the strength of its flexibility. He said the United States should take the organization seriously since the Southeast Asians take it seriously. Frederick said that the ASEAN position in Vietnam should not be seen as a sign of agreement with U.S. policies. He added that the United States should not attempt to regulate the actions of ASEAN. "They (the ASEAN nations) want a friend, and not a parent," he said. The Great Decisions '83 lecture series is sponsored by the cur riculum in peace, war and defense and the UNC Office of Inter national Programs. From page 1 "The difference is that Japan is a saving economy," Kahn said. He explained that Japan saves 25 percent of its GNP annually while the United States saves only 12 percent. Kahn said the prospects for controlling inflation are not all gloomy. Being a strong opponent of government deregulation, he argued that fiscal policies should precede monetary policies because the latter cannot combat inflation efficiently. He commented that the re cent behavior of oil prices and the weakening of the OPEC cartel are reasons for optimism. Kahn said he believes that the public is well aware of the country's economic problems and that this could easily transfer into affirmative action. "Yes, we can control inflation," Kahn concluded. Kahn, who was chairman of the Civil Aeronautics Board from 1977-78 and chairman of the Council on Wage and Price Stability under President Carter from 1978-80, has been a faculty member at Cornell Universi ty since 1947. "Food stamp recipients would have a way to return something to the com munity for the support provided," Deputy Assistant Agriculture Secretary John Bode said, basing his judgment on President Reagan's mandatory proposal on similar optional programs affecting recipients of food stamps. "Community work experience can also help these people find the paying jobs they would prefer by providing work experience, even opportunities to enhance their skills, and conveying the positive message that work is important," Bode told the Senate Agriculture Committee. . Under workfare, able-bodied welfare recipients would be, required to work at public service jobs, with the value of their work based on the minimum wage rate. The elderly and mothers with young children would be exempt. WASHINGTON A nuclear freeze resolution rolled toward passage in the House Wednesday night as lawmakers rejected, 226-195, a move by opponents to allow the United States to add more, nuclear weapons to its arsenal. The vote came on an amendment by Rep. Samuel S. Stratton, D-N.Y., to per mit "modernization and deployment" of weapons needed to maintain the U.S. nuclear deterrent: Earlier, the lawmakers rejected, 215-209, an amendment calling on U.S. negotiators to seek reductions as well as a freeze. Rep. Clement Zablocki, D-Wis., chairman of the House Foreign Affairs Committee, charged that Stratton's amendment would destroy the effect of the freeze. Zablocki proposed limiting Stratton's proposal so that steps to main tain the nuclear deterrent could be taken but the freeze would still be the "overrid ing objective."
