AIS and Toronto Exchange get increased appropriations

After considerable tinkering, the Campus Govern
ing Council Finance Committee proposed Thursday
night that the Association of International Students
receive $605 in Student Activity Fees during 1983-84.
The proposed Student Government appropriation
is. a 73 percent increase over the $350 that AIS receiv
ed last year.
But the AIS budget request was poorly prepared,
requiring numerous changes by the Finance Commit
tee, said CGC Finance Committee Chairperson Doc
Droze (District 22).
"What the Finance Committee did was to
straighten out the AIS budget," Droze said.
In an unusual move, the Finance Committee in
creased AIS funding requests in some categories. As
part of its Orientation program for international
students, AIS had requested $30 for travel expenses
involved in picking up incoming students at the
Raleigh-Durham Airport. The Finance Committee,
using a formula outlined in the Treasury Laws,
estimated the true cost at $195.
The Finance Committee also raised the AIS re
quest for food for its International Festival from
$270 to $620. With the move, the Finance Committee
hoped to avoid problems which had caused AIS
funds to be frozen prior to the hearing.
In violation of Treasury laws, AIS had compen
sated students providing food for the last Interna
tional Festival directly from the cash proceeds from
the event. Because the students were paid in cash,
there was no record of where the money actually
went, said Brent Clark, former student body
treasurer.
The increased money placed in the food category
should allow students providing dishes for the Inter
national; Festival to procure ingredients through the
requisitioning process outlined in the Treasury Laws,
Droze said.
Following the meeting, the committee unfroze AIS
funds.
The Finance Committee proposed eliminating
$562 that AIS had requested for costs involved in at
tending local, regional and national conferences. The
committee also recommended the rejection of the
AIS request for its own phone, a move the committee
estimated would cost $352.
In other action, the Finance Committee recom
mended that the Toronto Exchange receive a $1,260
Student Government appropriation next year.
If approved by the full CGC, the appropriation
would be a 1 12 percent increase over the $595 in stu
dent fees Toronto Exchange received last year.
The program involves students from UNC and the
University of Toronto trading places for one week.
Organizers of the event were requesting funds to help
offset costs of hosting the Canadians and travel ex
penses of UNC students going to Toronto.
Toronto Exchange had originally requested $3,891
, but voluntarily withdrew a $2,455 request for meals
for the visiting Canadians and a $376 request for beer
kegs and soft drinks for an all-campus party to be
held in conjunction with the program. The Treasury
Laws forbid the use of Student Activity Fees for
meals or alcohol.
The committee set a $4,700 fund raising-quota for
Toronto Exchange. The money is expected to be
raised through dues at $60 for each UNC par
ticipant and fund-raising events.
