Some copies of the 1982 Yack will be available to those on the waiting list beginning Friday, April 15. Richard Norfleet Hoggard III received severe pelvic and head injuries and a severe leg laceration after being struck by a car, N.C. State University campus police said. Hoggard was injured during the celebration that followed N.C. State's victory over Houston in the finals of the NCAA basketball tournament. Hoggard was struck by a 1980 Honda Accord while crossing the street between the Phi Kappa Tau fraternity house and the Kappa Alpha Order house on Fraternity Court, said patrolman Wesley Shattuck of the NCSU police. Shattuck said the accident occurred before 1:25 a.m. No charges have been filed in the incident, pending the completion of the investigation, Shattuck said. PERRY TWISDALE CCCA drops request From staff reports The Cane Creek Reservoir controversy took a new turn Monday when opponents of the reservoir dropped their request for an injunction that would have prohibited Orange Water and Sewer Authority from condemning land necessary for the reservoir. ' The Cane Creek Conservation Authority, a citizens group opposed to the 758-acre reservoir to be constructed in western Orange County, had filed a motion in Wake v County Superior Court for a preliminary injunction. But CCCA attorney Ted Corvette Jr. withdrew his mo tion after Judge James H. Pou Bailey called the motion premature. The CCCA is appealing a decision March 10 by the N.C. Environmental Management Commission that granted OWASA land condemnation rights for the reser voir project. ETLY The Associated Press MOSCOW The new U.S. proposal for an MX missile system is a "rather sinister" step forward in an increasingly dangerous arms race, a leading Soviet arms control specialist said Tuesday. But the specialist, Oleg Bykov, acknowledged at the same time that the Soviets were readying their own new missile. . "Of course, it takes two to make an arms race. And the Soviet leadership has put it in so many words: We will respond," said . Bykov, acting director of the In stitute on the World Economy and International Rela tions. ' Bykov was interviewed in his 17th-floor offices at the institute's headquarters in southern Moscow. He stressed he was not speaking in any official capacity. But his views have generally reflected those of the Kremlin leadership. WASHINGTON The Senate launched its long delayed debate on arms control nominee Kenneth L. Adelman on Tuesday, with both sides still uncertain of the outcome. But a key opponent conceded the swing votes of a few undecided Republicans were turning Adelman's way under "a lot of pressure from the White House." - "Nobody has the votes" yet, said Sen. Paul Tsongas, D-Mass.,1 a chief critic of the nomination. "Neither side has 50." Assistant Repubffcan Leader Ted Stevens of Alaska agreed that "it's to8 close to call" and said the best he and other Adelmarirbackers could hope for was a one or two-vote victory5. Tsongas conceded that Adelman had picked up strength since last weekend, when his count was 46-46. He said his latest count was 47-43 in Adelman's favor. WASHINGTON The Republican-dominated Senate Budget Committee on Tuesday rejected Presi dent Reagan's domestic spending freeze and slated an additional $5.9 billion fof programs ranging from housing to environmental enforcement. Just days after slashing Reagan's proposed Pen tagon buildup by one-half, the panel made clear it was systematically ignoring his cap on domestic programs, voting for 2 percent increases in many cases. The spending boosts also include energy, agriculture and transportation. Chairman Pete V. Domenici, R-N.M., said the panel would reconsider some of its decisions, declar ing, "The general pattern is too high." Even so, com mittee aides said the final outcome would be several billion dollars higher than Reagan wanted. Thai military sources in this border town said sizable Vietnamese forces, backed by tanks and artillery, were just outside the sprawling settlements. Ban Sangae is a narrow encampment that runs along the border and has some 23,000 civilians. Nong Samet, which reliable Western sources say spills over into Thailand, has more than 77,000 people. The Khmer People's National Liberation Front, one of three groups united in fighting communist Viet nam's forces in Cambodia, controls both camps. The front nd another faction are non-communist.
