From Associated Press reports WASHINGTON Two Navy F-14 jet fighters from the aircraft carrier Eisenhower had a head-on encounter Tuesday with two Li byan warplanes over the Gulf of Sidra, the Pentagon said. The libyan MIG-23s turned to avoid colli sion, then descended and headed for shore, a Pentagon spokesman said. No weapons were fired, the spokesman told reporters. . The interception recalled the Aug. 19, 1981 affair in which two Navy jets shot down two Libyan SU-2 warplanes over the gulf, which is claimed by Libya and considered international waters by the United States. . WASHINGTON Domestic poverty last year reached its highest level since 1565, the government reported Tuesday, and the White House said President Reagan plans to appoint a bipartisan task force to make a "no-holds-barred study" of hunger in America. The Census Bureau said 34.4 million Ameri cans, or 15 percent of the population, fell below the poverty level in 1982. The govern ment officially calculates poverty-level income at $9,862 a year for a family of four. WASHINGTON Democrats on the Sen ate Foreign Relations Committee, led by presi dential hopeful Alan Cranston, failed to force a vote Tuesday on a House-passed resolution calling for a nuclear weapons freeze. By a 9-8 margin on a parliamentary ques tion, cast along party lines, the Republican dominated panel blocked the vote that Cran ston and other Democrats were seeking. . Cranston, D-Calif., charged that the Republicans were "unwilling to stand up and be counted on the issue of the freeze." Sen. Jesse Helms, R-N.C, leading the op position to a committee vote on the freeze, suggested the backers of the resolution were politically motivated, saying "If the television cameras were not here, we wouldn't even be meeting." WASHINGTON The House passed 333-50 on Tuesday a bill designating the Jan. 15 anniversary of the birth of Dr. Martin Lather King Jr. as a national holiday to honor "a person who shook the moral con science of this nation." Professor emeritus dies at age of 94 Katharine Jocher, professor emeritus of sociology and anthropology and an original member of the Institute for Research in Social Sciences at the Univer sity of North Carolina at Chapel Hill, died Tuesday. She was 94. "In her many roles in the institute and the Department of Sociology, she was a central figure in the emergence of this division of the university to its eminence," UNC President William C.
