2The Daily Tar HeelThursday, September 15, 1983 Preyer: Reagan won't run in 1984 By TOM CONLON Staff Writer President Ronald Reagan probably will not seek re-election in 1984 although it appears he is running, UNC political science pro fessor Richardson Preyer told the Young Democrats Tuesday night. "I think it's a smokescreen," Preyer said. "No real (incum bent) would campaign so early. I think he (Reagan) is aware that Democrats will increase or gain control of the Senate and Con gress. Why should he want to battle with them to get legislation passed?" Preyer added that Reagan is probably trying to avoid a break up in the Republican Party by announcing too soon and that Vice President George Bush would be the likely Republican presiden tial candidate in 1984. Preyer, a federal district court judge from 1962 to 1964 and U.S. congressman from 1968 to 1980 for the 6th District, is active within the N.C. Democratic Party. Preyer said any of the Democratic nominees could beat Reagan, but that Walter Mondale had the best chance to get the nomination. "To win the nomination you must appeal to several groups women, minorities, labor and educators, and Mondale has many of those ties," he said. . Preyer said that former Sen. George McGovem, who Wednes day announced that he would run for president, started too late and with too little money. "I was verv surprised he announced." he said. A Jesse Jackson candidacy would hurt Democrats' chances of regaining the White House, Preyer said. "Jackson would bring out a large black vote, who in turn would support Democrats at other levels of government," he said. But "the Democratic can didate would need those votes. I think we need more black can didates in public office, but a Jackson candidacy would be a bad result for Democrats at the presidential level." Besides the presidential election, Preyer said the expected senatorial race between Sen. Jesse Helms and Gov. Jim Hunt will be very important in 1984. "Republicans are putting a lot of effort into it, and they will have a financial advantage," he said. "We (Democrats) will have to work hard as a group that means organizing." Should Helms lose in 1984, Preyer said that the National Con gressional Club, a Helms-backed political action committee, would lose much of its power. "Helms would be unable to introduce controversial amend ments in the Senate," he said. "This would prevent many issues from going on voting records that could be used against can didates in future elections. Helms would probably end up going around the nation speaking to right-wing groups with whom he is a hero." A Hunt exploratory committee has been established in Raleigh and the campaign is in an organizing period, Preyer said. Hunt is expected to announce his candidacy early next year. Preyer said that he would not re-enter politics as a candidate. "I will always stay involved in political work though," he added. State . :zand Nation The Associated Press WASHINGTON The House, which lost one of its own in the destruc tion of Korean Air Lines Flight 007, voted unanimous condemnation Wed nesday of the Soviet Union for a "cold blooded, brutal, barbarous attack on a commercial airliner." The resolution calls on the Soviets to explain why the plane was shot down Sept. 1 and demands that they aid in the search for victims and provide repara tions to their families. "It is the least we can do to express our outrage," said Rep. Clement Zablocki, D-Wis., chairman of the House Foreign Affairs Committee. "What is even more horrible is the Soviet refusal to apologize or provide repara tions for the families of the victims." The vote for the resolution was 416-0 with Reps. George Crockett and John Conyers Jr., both Michigan Democrats, voting present. RALEIGH Attorneys for Lt. Gov. Jimmy Green entered a plea of innocent to five bribery-related charges Wednes day after Superior Court Judge James M. Long refused to dismiss the charges. Long rejected arguments by defense attorneys that the state's 115-year-old bribery law is too vague and that the five count indictment is so unclear that attor neys cannot prepare a defense. Green was indicted June 20 for al legedly accepting a $2,000 bribe, agreeing to accept a $2,000 bribe, twice consent ing to accept bribes of $10,000 a month and conspiring with Howard F. Watts to accept bribes. Defense attorneys Wade M. Smith and Howard F. Twiggs of Raleigh argued the motions in a Wake Superior Court hear ing. Green waived 1. right to appear, but some of his aides attended the hear ing. RALEIGH The North Carolina Utilities Commission approved a $20.3 million rate increase Wednesday for Southern Bell but turned down a request for an additional $91.5 million. In a separate order, the commission also granted the in-state long-distance network in North Carolina a 6.3 percent rate increase amounting to $26.2 million. The first order allows Southern Bell local rate increases between 30 cents and 40 cents a month for residential tele phones. Under the original request for $111.8 million, rates would, have in creased by as much as $7.05 per month. In addition to the base increases, cer tain areas will have extra increases!) f up to 30 cents a month because exchanges were regrouped to reflect the growth in customers.
