The cost of keeping the dormitories open
will depend on the amount of rent collected,
Ptaszynski said.
"It depends on how many people actually
sign up whether or not the ($16 interim) rent
will make up for the costs of keeping these
buildings open," he said. "It will definitely
cost us several thousands of dollars to operate
these buildings and keep the staff and security
people, as well as pay for the tremendous
utilities used."
If approved, the moratorium resolution will
only affect people who apply for building per
mits after Tuesday.
Davis said he had received several calls from
citizens expressing their opinions on the issue.
He said some people favored the moratorium
because they were opposed to all growth in the
area while other people, those who will be
directly affected by it, are against it.
The hearing will be at 7:30 p.m. in the Carr
boro Town Hall.

TOKYO A Japanese lower court found former Prime
Minister Kakuei Tanaka guilty today of accepting more than
$2 million in bribes to promote the sale of Lockheed Corp. air
craft in Japan, according to Japanese news reporters in the
courtroom.
The Tokyo District Court ruling culminated a seven-year
trial in which 16 government and airline officials and
Lockheed agents were charged in Japan's biggest postwar
scandal.
Tanaka was accused of accepting the 500 million yen to pro
mote the sale of Lockheed TriStar passenger jets in Japan
when he served as prime minister from 1972-1974.
All Nippon Airways, Japan's largest domestic airline,
bought 20 of Lockheed's L-1101 wide-bodied TriStars be
tween 1974 and 1978.
Sixteen high-ranking Japanese government officials and
businessmen have been tried since January 1977 in three
separate trials in the Lockheed case.
MOSCOW An official source said Tuesday that two
Soviet radar failures and confusion by defense commanders
allowed a South Korean jetliner to fly through Soviet airspace
unnoticed for more than two hours before it was shot down.
The source, who spoke on condition that he not be iden
tified, contradicted the official government version of events
that led a Soviet warplane to detroy the Korean Air Lines Boe
ing 747 near Sakhalin Island in the Sea of Japan.
He said two of three radar stations on the Kamchatka
peninsula that should have detected the plane Sept. 1 were not
working and that the plane's intrusion of Soviet airspace was
not confirmed until it reached Sakhalin Island, 400 miles
southwest of Kamchatka.
RALEIGH Several North Carolina Republican leaders
with ties to the National Congressional Club say they can sup
port Bill Co bey in another bid for Congress, but not in a
challenge of Rep. Jim Martin for the gubernatorial nomina
tion. Patric Dorsey of New Bern, 1st District chairman, one of
several party leaders meeting Monday for an informal discus
sion of the 1984 campaign, said Cobey would be defeated if he
opposes Martin and would be lost to the party in the future as
a candidate.
RALEIGH Former House Speaker Carl Stewart said
Tuesday he'll seek the Democratic nomination for lieutenant
governor in 1984 and will make it a part-time job if elected.
The Gastonia native, who lost his 1980 bid for the office to
Lt. Gov. Jimmy Green, is the.second man to enter the race.
State Sen. Bob Jordan, D-Montgomery, said last month that
he is a candidate and Sen. Harold Hardison, D-Lenoir, is ex
pected to get in the race soon.
"There are no full-time responsibilities of the lieutenant
governor," he said in an interview later. "I believe the people
want to see less of the lieutenant governor rather than more of
the lieutenant governor."
