Lacy Thornburg, a former Superior Court judge from Sylva, and District Attorney Howard Boney from Edge combe County each gave their views on such topics as drug smuggling, the state's prison system and the en vironment. Both candidates are graduates of the UNC School of Law. Young Democrats president Harry Kaplan, who moderated the forum, asked the candidates about the N.C. prison system and alternative sentencing. "In sentencing, we've got to say to the criminal, 'What are you going to do for us?' " Boney said. "What's im portant is swiftness of punishment. If there's a solution, it rests in society." Both candidates stressed the importance of protecting the environment. "The state has no meaningful environmental legisla tion," Thornburg said. "The attorney general needs to provide leadership to make laws, then enforce them." Boney proposed creating a staff within the attorney general's office to advocate environmental policy. "Until that occurs, I think the attorney general needs to work with DAs, groups and law enforcement to conduct public forums and publicity." Another issue of statewide concern has been drug smuggling. "In all the years that I sat on the bench, I don't think I tried over two or three major drug dealers," Thornburg said. "Most were small dealers. The attorney general can coordinate local, state and federal agencies in combating the flow of drugs." Boney said the state should address drug trafficking as "a crime problem." Law, said applications to Georgia were down about 5 percent last year from previous years. The number of students applying to law schools nationwide drop ped to 70,000 in 1982-83 from about 72,000 the previous year, he said. But economics did not play much of a factor in overall applications, Kennedy said. And both candidates had their opinions on state and federal investigations into political corruption in North Carolina. "I don't believe in politically motivated investigations," Boney said of the recent probes into wrongdoing among public officials in the state. "I don't think we get the benefit or kind of equal justice in our federal system that we have in our state system." Thornburg said he didn't feel it was necessary for the FBI to do the work of state investigators. "It is the duty of local investigators and the SBI (State Bureau of Investiga tion), and they are capable and ought to do the in vestigating." Another candidate for attorney general, former U.S. Attorney H.M. "Mickey" Michaux, was invited to the forum, but was not present. year Raines, president of the Pre-Law Club. Lisa Dam, a senior Spanish major, said, "I think it is a great opportunity to learn more substantial information about a school than you can obtain from a catalog." Having so many law schools represented at one time made it easier than sending out for information and helps getting applications in, she said. Jane DiFolco, from the law school ad missions office at Emory University, said student turnout had been' steady throughout the day. Representatives said students were most concerned with admissions stan dards, procedures and finances. CBS News President Edward Joyce told Congress the Reagan administra tion resorted to "unprecedented cen sorship" and "introduced a new rela tionship with the press, a relationship virtually unknown in U.S. history." Testifying before a House Judiciary subcommittee, Joyce said journalists posed no threat to the security of the invasion or the lives of U.S. troops. His view was shared by senior commen tator John Chancellor of NBC, and ABC senior correspondent David Brinkley. "I am seriously concerned that we may indeed by witnessing the dawn of a new era of censorship, of manipulation of the press, of considering the media the handmaiden of government to spoon-feed the public with government-approved information," Joyce said. The invasion began at dawn on Oct. 25, and reporters were given escorted tours two days later. On Sunday, reporters were permitted to cover the invasion unescorted. Jim Hunt said Wednesday he has learned of new en vironmental threats that could be posed by a water pipeline to Virginia, in cluding increased pollution of the Albemarle Sound. Hunt said the 85-mile pipeline from Lake Gaston to Virginia Beach also poses environmental threats to Virginia counties near the lake. He said he learned of the potential problems at a meeting Wednesday in Roanoke Rapids with government officials, civic leaders and citizens.
