Consulting policy study will focus on conflicts of interest

Staff Writer
William C. Friday, president of the
UNC system, recently informed the
Board of Governors that he will re
examine the system's policy involving
outside consulting by its faculty
members. Friday said he expects to report
his results in February 1984.
A series of articles in the Raleigh News
and Observer was the impetus that led
hin to review the system's consulting
policy, Friday said. The News and Obser
ver's series indicated "weaknesses and
defects in the administration of the
policy," he told the Board last week.

Although the News and Observer's
story dealt only with this University and
' N.C. State University, Friday said the
review would encompass all of the 16
campuses in the UNC system.
"Deans and department heads will be
given guidance to insure consistency and
clarity in carrying out the policy in their
respective units," Friday said, adding
that the institution regularly will review
the operation of the policy to ascertain its
effectiveness and the overall level of ac
tivity. He told the Board that the issues in
volving possible conflicts of interest may
be what the institution and the profession
must protect themselves against. He cited

"We are going to examine the whole
area of conflict of interest," Friday said.
"That (conflict of interest) relates to the
relationship a member of the faculty
might have with an outside company."
"We don't know yet what changes in
the policy may be made until we get into
the evidence that may be there," he said.
"We will not know anything until we ex
amine the records."

money allocated to the choir actually served to fund
"programs, activities or events" as defined in the Stu
dent Constitution.
Reinhard said the money, although used only for
transportation and technical costs, was essential to the

"The study indicates that some people
did not file the letter of intent, which tells
the dean where the consulting will be
done," he said. "That is the basic re
quirement of the standing policy."
Friday also commented on the positive
aspects of outside consulting that the
News and Observer series brought out.
He said outside consulting "strengthens
the system's teaching and research pro
grams and, through consultation scores
of faculty members make their
knowledge and skills available to govern
ment and to industry.

NICOSIA, Cyprus President
Spyros Kyprianou on Wednesday ruled
out the use of force to reunify Cyprus,
but Greek and Turkish troops were
reported on alert after the Turkish
occupied sector of the island declared
itself independent.
Kyprianou indicated he would ask
the U.N. Security Council to impose
sanctions against Turkey and northern
Cyprus.
Turkey, which invaded the Mediter
ranean island in 1974, has 25,000
troops in the newly-declared Turkish
Republic of Northern Cyprus troops
sent nine years ago, ostensibly to pro
tect the rights of Cyprus', ethnic
Turkish minority.

spokesman Dimitrios Maroudas told
reporters the Socialist government was
not contemplating declaring a
mobilization or sending warships to

Christmas deadline set by Congress

WASHINGTON The Senate
began an uncertain effort Wednesday
to pass a multibiliion-dollar package of
increased taxes and spending cuts that
the Budget Committee chairman said
offers the last hope this year of doing
anything to trim budget deficits.
On the Senate floor, debate began
on a $28 billion deficit-reduction
package comprising $14.6 billion in
spending cuts and $13.4 billion in tax
increases.
In the Senate Finance Committee,
consideration began on a $150 billion
deficit-reduction bill proposed by Sen.
Robert Dole, R-Kan. The measure calls
for higher taxes on middle- and upper
income Americans, a new levy on most
types of energy and restraints on
growth of federal health programs.
