Soviet negotiator Viktor P. Karpov met for more than three hours with American negotiator Edward L. Rowny and said the Strategic Arms Reduction, or START talks, would go on despite what he called U.S. efforts to block an accord. Paul Nitze, the U.S. negotiator at the aborted medium-range talks, said at a London news conference he hoped an ex pected that the Soviets also would resume the medium-range negotiations but that he had no firm evidence they would. " The Kremlin scuttled the parallel Intermediate-Range nuclear Force talks Nov. 23 after the West German Parlia ment approved NATO deployment of the 572 new missiles. Moscow has announced 6 dead, 30 hurt as The Associated Press BEIRUT, Lebanon Druse gunners shelled Lebanese army positions in Christian east Beirut Tuesday, killing six civilians and wounding 30, police said. Shiite Moslem militiamen, meanwhile, kidnapped then freed about 60 Christian employees of Lebanon's Middle East Airlines. Shells crashed into outlying Christian neighborhoods of east Beirut as Druse gunners in the central mountains pounded army batteries with artillery, multiple rocket launchers and tank can nons. The soldiers responded with long-range guns. Christian-controlled radio stations appealed to east Beirut's population to remain indoors, as the area shook with the sound of exploding shells. Karpov declared as he left the three hour and 15-minute session Tuesday, one of the longest in the 17-month-old START talks, "There is no progress up to now and as I have stated many times, the position of the American side is not for agreement." But he said the talks would go on. Ask ed if the negotiations would continue beyond Thursday, the next scheduled ses sion, Karpov replied with a laugh: "A step at a time." Karpov's comments suggest that the Soviets want to keep open avenues of negotiation while showing anti-missile opposition groups in the West "good faith" by staying at START as the cur rent round approaches an expected recess date next week. This would allow Moscow to keep pressure on NATO while it draws up strategy, including a possible merger of the two sets of talks. "Now for the blockbuster," warned the National Weather Service in Cheyenne, Wyo. "The latest long-range charts point to another possibly major snowstorm Thursday night or Friday." Eight people in the Midwest died in their cars stuck in snowbanks as the blizzard that stranded thousands of travelers with drifts up to 15 feet high swept through Michigan into Canada. Some died of asphyxiation or ex posure. At least 15 people collapsed and died while shoveling snow, which accumulated up to 2 feet deep in parts of the Midwest, and 14 were killed in traffic accidents on slick roads. LONDON U.S. Ambassador Paul H. Nitze said Tues day he had the impression Soviet President Yuri V. An dropov is "not well," but added, "he is in at least good enough health to approve or disapprove things that are pub lished under his name." Nitze, who has been negotiating with the Soviets on re ducing arms in Europe for nearly two years in Geneva, was asked at a news conference about Andropov. Nitze said he had not asked Soviet officials directly about Andropov because "it seemed to me to be a rude question." There has been increasing speculation about Andropov's health. He had not been seen in public since Aug. 18, and he failed to appear with other Kremlin leaders in Moscow for ceremonies on Revolution Day Nov. 7. Teets said Tuesday that overwhelming rejection by striking workers of a contract offer leaves the bus company no choice but to hire new employees and resume full operations as soon as possible. "Now we will go forward full bore," Teets said at a news conference one day after Greyhound Lines drivers and other workers voted 96 percent to 3 percent to reject the three-year contract, which had called for a 7.8 percent pay cut. "If we cannot do it with current employees, we'll do it with new hires," said Teets, chairman and chief executive of ficer of the parent Greyhound Corp. "We have reached the point of no return in protecting the jobs of our employees." Despite a union expression of willingness to resume nego tiations, Teets said, "we have absolutely no optimism that a settlement will be reached." SALISBURY North Carolina should spend $500 million over the next two years implementing a six-point plan to improve public schools, Superintendent of Public Instruc tion Craig Phillips said Tuesday. In a speech before a Salisbury civic club, Phillips unveiled his proposals for six "major investments" that he said would increase the state's financing of public education by $500 per student. He suggested financing the changes by increasing the state wide sales tax 1 cent and imposing a "modest increase" in the income tax assessment scale, which he said could generate nearly $600 million. Phillips' spending proposals include a $200 million in crease in salaries for school personnel to establish in 1984 and 1985 an "adequate state basic salary" of between $16,000 and $27,000. ASHEVILLE U.S. Attorney Charles Brewer had criticized state Attorney General Rufus Edmisten for taking no action to remove Clay County Sheriff Howard Barnard from office after Barnard was convicted of vote buying. "He's the chief law enforcement officer for the state," Brewer said of Edmisten, a Democratic candidate for gover nor.
