House of Representatives have announced they will seek re election this year. Rep. Anne Barnes of Chapel Hill filed for the 24th District Democratic nomination Jan. 4, while Rep. Joe Hackney, also of Chapel Hill, announced for the other district seat on Monday. Hackney also is a Democrat. The 24th District represents Orange County and 10 townships of Chatham County. Hackney will be seeking his third term in the N.C. House. During the 1983 session of the General Assembly, he was ap pointed to eight committees, including a chairmanship of the House Energy Committee. He also serves as the House co chairman of the Legislative Study Commi'ie? on Water Quality in the Haw River and Jordan Reservoir. "When I first sought public office I told the citizens of Orange and Chatham counties that I wanted to earn their trust and support to be able to return and work my way by the legislative ladder, and use my experience and seniority to help our district," Hackney said in a prepared statement. "Protecting our water resources must become a higher state priority," he said. "The allocation of additional funds and en forcement efforts to the water ouality problems we have will be U.S. and Vatican open diplomatic ties The Associated Press WASHINGTON The United States and the Vatican established full diplomatic relations Tuesday after a break of 117 years, a move the State Department said should result in "ob viously better communications" between Washington and the headquarters of the Roman Catholic Church. President Reagan's decision, reflecting his eagerness to bolster his administra tion's standing with the Catholic hier archy under Pope John Paul II, encoun tered opposition from Protestant circles that was considerably milder than when similar moves were attempted in the past. Reagan nominated William Wilson, an old friend and California real estate developer, to be ambassador to the Vatican, subject to Senate confirmation. Wilson has been Reagan's personal representative to the Vatican since 1981. - The Vatican will also appoint an am bassador, known as a papal nuncio, to Washington. It has been represented in Washington by an apostolic delegate, a post currently held by Archbishop Pio Laghi. Reagan made no public comment about his decision, and the first an nouncement from Washington a one sentence statement was issued by the State Department nearly five hours after the Vatican's announcement. Ba nes, a member of nine standing committees in the 1983 legislative session, cites educa tion, the environment and the needs of women and children among her priorities. "The people expect a better public school system, and con tinued excellence in our higher education system, Barnes said in a separate prepared statement. "Both are crucial to our economic health. We are losing talented teachers and potential teachers because of non-competitive salaries. That situation and other education matters must be corrected. "We must provide more balance in pay scales (for women), eliminate discrimination in insurance and retirement benefits and adjust our outmoded inheritance laws." ' On the environment, Barnes said one of her biggest disap pointments from the last legislative session was the failure of the General Assembly to pas: hazardous-waste legislation. emphasize Reagan's role in the an nouncement to deflect Protestant criticism of the move while allowing him to benefit from the approval of Catholic voters in an election year. White House spokesman Larry Speakes said Reagan acted at the "vir tually unanimous recommendation of his foreign policy advisers." Speakes said the move was initiated by Congress last year when it lifted an 1867 ban on public financing for a U.S. diplomatic post at the Vatican. Officials said the move is justified by the importance of the Vatican and the in ternational humanitarian and moral positions of the pope, who has traveled widely in recent years to champion the causes of peace and charity. Now that the U.S. government and the Vatican have acted to restore full diplomatic relations, some Protestant resistance persists, but on a lessened scale and in a moderated tone. Along with scattered sharp protests and charges of favoritism toward one church, much Protestant reaction was tempered, and some supportive, as was 1 the case among Jewish leaders. Bishop James W. . Malone of Youngstown, Ohio, president of the U.S. Catholic bishops,' says the step "is not a religious issue" but helpful in U.S. diplomatic interests. The nine are accused of violating the rights of five anti-Klan demonstrators killed in a 1979 clash in Greensboro. Five of the nine were found innocent of state murder and rioting charges in 1980. Meanwhile, the 4th U.S. Circuit Court of Appeals in Richmond, Va., refused to lift a gag order imposed by U.S. District Judge Thomas A. Flannery. The gag order forbids anyone connected with the trial, including attorneys and defendants,. Watt campaigns for Helms inN.C. The Associated Press MORRISVILLE Former U.S. Interior Secretary James Watt said Tuesday that integrity, not the environment, is at issue in a debate between supporters of Gov. Jim Hunt and Sen. Jesse Helms. "As we see the campaign unfold in 1984, we are going to see a division between those who have integrity. , .and those who will do anything to get a spot on the evening news or the morning headlines," said Watt at a news conference at the Raleigh Durham Airport. Watt made the statement in response to charges Monday by Joe Grimsley, former state secretary of Natural Resources and Community Development,' who leads the Jim Hunt Exploratory Committee. Grimsley called Watt one of the nation's "biggest anti-conservationists" and said Helms was out of step with the feelings of North Carolinians by allowing Watt to campaign for him. Watt struck a similar theme Tuesday night during a fundraiser for Helms in Lumberton. Helms, R-N.C, is expected to face a re election challenge from Democrat Hunt. About 75 Robeson County conservatives at the Lumberton fundraiser applauded as Watt said the 1984 Senate race would be "a battle over integrity and morality." : "Are we going to put people in office with integrity and morali ty?" BEIRUT, Lebanon Druse leader Walid Jumblatt said Tuesday that key issues remained unresolved in the plan to separate the country's warring factions and that no agreement could be expected soon. Jumblatt's comments came hours after sources close to the government said the issues were being resolved and the Saudi-mediated security plan was ready to be implemented. Tuesday evening, two rocket-propelled grenades were fired at the French Em bassy in Beirut from a' nearby building, state radio said. No casualties were reported. Watt resigned last year under pressure after publicly characterizing a committee he appointed as consisting of "a black, a woman, two Jews and a cripple." Helms, one of Watt's strongest congressional supporters, said the former secretary had received "a bum rap" from the press. . Watt, showing reporters a folder of brightly colored graphs and charts, defended his record as interior secretary. He said he tried to restore funding for environmental programs sharply cut during the Carter administration. He said he was responsible for North Carolina's Currituck Wildlife Refuge and Albemarle County refuge system. Watt, in a sharp rebuttal to Grimsley's allegations,, said the Hunt spokesman had overlooked the facts in an attempt to smear Watt's character. "The people of North Carolina have been cheated by Mr. Grimsley and those he represents who will not present the truth," Watt said. When asked whether he believed Hunt lacks integrity, Watt said that depends on whether Hunt accepts Grimsley's statements. "If those are reflections of Gov. Hunt's views, he surely lacks integrity and should not be in public office," said Watt. "The governor stands behind Joe Grimsley's statement and his criticism of James Watt's environmental record," said Hunt spokesman Gary Pearce. "I think Watt's record on the environ ment is very clear." Helms, who appeared with Watt, charged that Grimsley was an architect of "one of the most flagrant environmental abuse pro posals." He said Grimsley, as a representative of Hunt, made a deal with Virginia Gov. Charles Robb to permit that state to draw water from Lake Gaston. Under ordinary procedure, condemned inmates are escorted from Death Row to controlled custody in one of four holding cells near Central Prison's gas chamber about 24 to 72 hours before execution, said McQuillan. But Hutchins was placed in a special holding cell on Friday, she said. That means he eats alone and must be placed in restraints when he comes out of the cell. "The warden can move "Km at any time," McQuillan said. "It's not to pro tect him from other inmates, but to protect him from himself suicide attempts."
