University policy on financial aid for graduate and professional students will be a main issue in the campaign for GPSF president, Terrell said Thursday. "Currently, graduate students have se cond priority (after undergraduates) on financial aid, and that to me is a kind of second-class citizenship within the Uni versity structure," Terrell said. "Graduate stu dents are referred to other aid sources outside the University," she added. Terrell said he wanted the GPSF to take a more active role in policy decisions concerning graduate and professional students. The GPSF currently appoints representatives to many chancellor's committees, but Terrell said that he would like to go one step further. "Chancellor's committees are limited in their effectiveness," Terrell said. "Graduate students need to form their own committees, which not only report to the chancellor, but sit down with and discuss issues with the chancellor and other University administrators. In one of the most striking indica tions of just how far the economy has come, the government also reported Tuesday that new home sales climbed by about 52 percent in 1983, the big gest yearly increase ever. But some private analysts saw last month's small rise in the Index of Leading Economic Indicators as a sign that while the recovery isn't about to fizzle, growth in 1984 will not be as robust as in 1983. RALEIGH . Republican Sen. Jesse Helms' re-election committee Tuesday reported that it has collected more than three times as much in con tributions during 1983 as Gov. Jim Hunt's committee.
