WASHINGTON Ronald Reagan, celebrating his 73rd birthday today, has one way to deal with any hint of a suggestion that he is too old to be presi dent of the United States: laugh about his age. Tell jokes, make wisecracks, and even write a magazine article about his own physical exercise routine. Chop wood and talk about chopping wood. He's done it all, and his aides feel he has completely deflected any concern that his age should be a factor in voters' decisions in November. To a gathering of administration ap pointees on the third anniversary of his inauguration, Reagan praised the 185-year-old Marine Band and Drum and Bugle Corps: "You'll never hear me criticizing any organization that's as old as the Marine Corps." The crowd laugh ed. Moments later, introducing Margaret Heckler, the secretary of the Department of Health and Human Services, he said: "By the way, I just noticed that HHS has announced that there have been new gains in life expectancy for Americans. The officials said the loss of those sources and not an intentional cover-up by the Reagan administra tion has prevented action against Miami-based exiles allegedly tied to right-wing death squads or against rightist leader Roberto D'Aubuisson. Last week, Robert E. White, former U.S. Ambassador to EI Salvador, accused the adminstration of concealing evidence implicating" D'Aubuisson in the 1980 murder of that country's Roman Catholic ar chbishop. White also said the ad ministration had done little with infor mation on six wealthy Salvadorans in Miami who, he charged, direct death squad activity. CAPE CANAVERAL, Fla. The Westar VI satellite that failed to get in to a 22,300-mile-high orbit after being lost from the space shuttle Challenger was found Sunday, "completely healthy" but in the wrong orbit. A ground station in California suc ceeded in changing the satellite's at titude so that its batteries could charge from the sun's energy, said Bill Ziegler, a representative for Western Union, which owns Westar VI.
