John Carrington, a Republican candidate for lieutenant governor, spoke before the UNC College Republicans, while former Democratic Sen. Robert Morgan addressed the UNC Young Democrats. Carrington is seeking public office for the first time. He said he was running for lieutenant governor because he is concerned with what happens in this state, and as lieutenant governor he could influence what happens in the state capitol. "We are collecting more taxes than we need for two United States, and they are being used ineffectively," Carrington said. The first tax that should be eliminated is the sales tax on food, he said, adding that he proposed to increase taxes on luxuries. But he said he did not support a tax on cigarettes. Carrington also said he supported a 10 percent pay raise pro posed for teachers. But increasing teachers' pay will not solve the problems in the educational system, he said. n nJ Jl3 Jk I )TmrDrF? Reagan defends his staffs integrity From Associated Press Reports WASHINGTON President Reagan accused Democratic critics of his administration's ethics Wednesday night of violating the American tradi tion that people are presumed innocent until proven guilty. Reagan, speaking at a televised news conference, was referring to Democratic attacks on administration integrity, in cluding criticism of his nomination of Edwin Meese III as attorney general. Meese's nomination is stalled in the Senate while a special prosecutor in vestigates allegations involving his per sonal finances. "We're having an awful lot of guilt by accusation. I'm not going to take any action that is based on accusations without proof," he said without men tioning Meese specifically. Ingram denies wrongdoing RALEIGH State insurance com missioner and gubernatorial candidate John Ingram acknowledged Wednesday that he sought campaign contributions from executives of companies that he regulates, but said he did not initiate the contacts. The Charlotte Observer reported Wednesday that Ingram personally call ed several out-of-state insurance ex ecutives at their homes or offices seek ing help in raising campaign money. A follow-up letter from the Ingram cam paign suggested to the executives that they buy fund-raiser tickets with a single check and that the resulting contribu tion should be noted as being $100 or less. In a Wednesday news conference, In gram said he merely responded to in dications by insurance companies that they wanted to help his campaign.
