Helms' Orange County
Although Sen. Jesse Helms is a strong
voice within the Republican Party, one of
the senator's biggest supporters in Orange
County is actually a Democrat.
Lucius Cheshire, a Hillsborough at
torney and a prominent Orange County
Democrat, is chairman of Helms' re
election campaign in Orange County.
"There's a time in a man's life when he
has to put country ahead of party,"
Cheshire said recently in explaining the
difference between his support for Helms
and his ties to the Democratic Party.
Cheshire said he mainly supported
Helms because he felt the senator had the
kind of moral fiber and courage that is
needed to reduce the federal deficit.
Ironically, Cheshire supported Gov.
Jim Hunt when Hunt first ran for Gover
nor of North Carolina in 1976. Hunt's
current attempt to win the Senate seat oc
cupied by Helms has already attracted na
tionwide attention.

with Hunt at UNC, said he did not sup
port Hunt when he ran for a second term
as governor because he was concerned
with Hunt's policies on education.
Cheshire said that under Hunt's ad
ministration, North Carolina's rank in
education had dropped from 14th in the
nation to 42nd.
"I don't think he (Hunt) has a track
record that would recommend him for
the U.S. Senate...." Cheshire said.
Despite hailing from a different
political party than Helms, Cheshire said
he agreed with the senator's stands on
most issues.

While Cheshire is also supporting the
campaigns of President Reagan and
Democratic gubernatorial candidate
D.M. "Lauch" Faircloth in 1984, he is
only working actively with the Helms
campaign.
The latest round of advertising warfare
in the Senate race began March 27 with a
Helms ad attacking Hunt's Feb. 8 fund
raiser in New York City.
The new ad shows Hunt at a news con
ference explaining that the fund-raiser's
organizers were mainly college students
from North Carolina. An announcer then
says that three New York Democrats
Sen. Daniel Moynihan, Gov. Mario
Cuomo and New York City Mayor Ed
ward Koch were actually the honorary
co-chairmen of the event.

Claude Allen, a spokesman for the
Helms for Senate Committee, said the ad
was made to cast doubt on Hunt's
credibility,
"Governor Hunt made a statement,
and the issue we are focusing on is his
credibility," Allen said. "Out-of-state
fund raising is not the issue."
But Don Hobart, a spokesman for
Hunt, said recently that the ad was
hypocritical since Helms raises a majority
of his campaign funds outside the state.
The N.C. Democratic Party is using a
summary of Helms' record on en
vironmental issues to point out that the
senator "is out of touch with reality."
In a letter to newspaper editors dated
April 5, Democratic Party Research
Director Ann Hubbard says the state's
citizens need to know where candidates
stand on the environment.
"Jesse Helms' record on environmen
tal issues shows that he has little regard
for the protection of North Carolina's
abundant natural resources, the health of
our citizens, or the strength of our
economy," the summary said. As ex
amples, the report said Helms was one of
13 senators to vote against the Toxic
Substances Control Act and was one of
only three senators to vote against the
Resource Conservation and Recovery
Act, which provides for the safe treat
ment of hazardous wastes, r

Jackson group to return
improperly used funds

WASHINGTON A social service
organization with ties to presidential
hopeful Jesse Jackson should return
more than $700,000 to the federal
government for improperly spent
federal aid, the Department of Educa
tion announced Monday.
Charles Hansen, director of the
management support division of the
Education Department said that the
money was spent without proper
documentation or justification for its
use. There are "some questions about
keeping proper records," he said.
Push for Excellence Inc., part of the
Chicago-based Operation PUSH
headed by Jackson, used the funds in
a program designed to encourage
young blacks to stay in school and
prepare for job training.
While campaigning in Pittsburgh
for tomorrow's Pennsylvania primary
Jackson criticized the timing of
the announcement and attributed the
action to a bureaucratic misunder
standing. "It's really a dispute be

Deficit reductions debated
WASHINGTON The Senate
began debate Monday on a 1,334 page
bill that contains hundreds of pro
visions for reducing the federal deficit
by $63 billion over the next three
years.
Even before the debate began,
Senate leaders expressed hope that the
bill could be finished in one week,
before the week-long Easter recess
that begins Friday.
Majority Leader Howard Baker,
R-Tenn., would only say that the
Senate would "do what we need to
do" in dealing with the reduction
plan. Baker and Finance Committee
Chairman Robert Dole want to com
plete the plan as quickly as possible so
that it will not be a target for lobbyists
during the Easter recess.
Senate Democratic Leader Robert
Byrd said that the measure is too com
plex for the Senate to debate for only
one week.
