Republican Bill Cobey of Chapel Hill,
seeking the 4th District congressional
seat now held by Democrat Ike Andrews,
won't be running a hard-hitting campaign
until the debt is repayed from his unsuc
cessful bid to unseat Andrews in 1982.
Most of the money Cobey has raised so
far in his 1984 campaign has gone toward
retirement of the 1982 debt, Tom Fetzer,

Cobey's campaign manager, said in a re
cent telephone interview. Cobey must
repay $53,900 in short-term obligations,
but Fetzer said he would not know the ex
act amount of the debt until July when an
account of the 1982 campaign is due to
the Federal Elections Commission.
Cobey, a former UNC athletic direc
tor, lost narrowly to Andrews while set
ting a N.C. congressional campaign spen
ding record of $667,918. He is unopposed
in the Republican 4th District primary on

a fading Gary Hart in the Penn
sylvania primary Tuesday nighfas he
moved to take control of the
Democratic presidential race at its
midway point.
The television networks all pro
jected that Mondale had won handily.
In the early count, he had 50 percent
of the vote to Hart's 42 percent.
The Rev. Jesse Jackson apparently
was winning Philadelphia and hoped
for a strong third-place finish
statewide.

train derailment Tuesday, spreading
flames through the downtown
business district and forcing more
than 2,100 people to evacuate.
Seven cars were burning, including
four containing 281,000 gallons of
methanol, said a spokesman for
Seaboard Systems. By evening, the
fire was blazing in the center of town.
Marshville and Union County officials
said there were no reports of injuries
or deaths.
