Steep grades on the site required smaller lots than Chapel Hill zoning laws normally allow, Taylor said. Coun cilman Broadfoot opposed the plans as being too crowded and not guarantee ing adequate recreational space. Broadfoot said that there was not enough flat land in the area to provide recreational fields to the subdivision. But council member Bev Kawalec said that creekside parks proposed by the developer would provide an opportu nity for the town to develop passive recreation areas. Kawalec said that she would prefer the creekside development over recre ation fields. "It is not always desirable to have large, flat, open fields for rec reation, she said. "Stream beds are not 'junk' land even though they are not good for building. Smith said that he had walked "every inch" of the property and that devel oping creekside recreation areas would be impossible because of the steep ter rain. It was also unclear to the council as to who would be responsible for devel oping sidewalks around the entrances to the subdivision. The performance-based pay system that the council passed eight to one will provide up to a 5 percent pay increase for municipal employees working at higher than expected levels. In its first year of implementation the plan will provide a minimum 2.5 percent pay increase for the 150 or so workers who will not reach higher working levels. While Taylor admitted that the minimum pay increase opposed the system's goals of merit pay, he said that it was needed to help the new sys tem run smoothly during its transition period.
