On Sept. 20, residential construction starts in 1984 totaled 547, valued at $23,244,230. This includes 100 single family dwellings and 447 multifamily dwellings (apartments, condominiums, townhouses and duplexes), said Louise Petis, permits technician for Chapel Hill. Carolina Meadows, an Equity Retire ment Community in Chapel Hill, held a ground breaking ceremony Friday for its "Phase I" construction of 125 units, said Gloria Perry, administrative assist ant for Carolina Meadows. Renfrow said the last audit looked closely at travel in the department and no problems had been called to his attention. Renfrow said the law prohibits use of state equipment for anything but state business and said he knows of no provisions for repaying the state to use its equipment. One week ago, consumers were charged 20 cents. This week, Tar Heel customers are paying 50 cents per call. Although Southern Bell only recently instituted its charge, Amer ican Telephone and Telegraph Co. has charged 50 cents per information call for out-of-state numbers since last May. Bob Freedman, Southern Bell district manager, said it's too early to tell whether the new charge for information in the state will bring a sharp drop in use of directory assistance. It usually takes 10 days to two weeks ... When the interstate rate went into effect (earlier this year), there was a 10 percent drop," Freedman said. In 1976, when the 20-cent charge for local directory assistance first went into effect, "we had a 30 percent drop, but it took a while to feel it," he said. The new rate also applies to WATS lines. Southern Bell anticipates about $377,000 in addi tional revenues from the new charge, Freedman said that historically, local phone service charges had been a "loss leader," with high long distance charges subsidizing local phone bills. But that was before the breakup of AT&T snd competition for long-distance fees. They suggested that customers keep files of long-distance phone numbers to reduce the 50-cent charges. It's also possible to buy telephone directories for any city, especially any cities called regularly. The Gastonia book, for example, is $2.50. Greensboro's book is $4.35 and Asheville's directory is $42.95. Business experts believe the charge is going to mean higher costs. The Charlotte office of the National Association of Credit Management estimates the monthly charge for directory assistance will jump from about $100 closer to $200. "It will have a very definite effect," said manager Pete Peterson, whose service clears credit references for suppliers. Public forum There will be a public forum Monday at 7:30 p.m. to solicit citizen requests and proposals for inclusion in Chapel Hill's 1985-90 Capital Improvements Program. The CIP is a five-year plan for purchasing, constructing and ren ovating town structures and facilities including bikeways, sidewalks, parks, bus shelters and streets. Chapel Hill residents are invited to submit sugges tions for capital projects at the public forum or by calling or writing the town planning department.
