Gov. Jim Hunt's campaign for U.S. Senate renewed
yesterday its assault on Sen. Jesse Helms as a foe
of Social Security, unveiling a television commercial
on the matter and accusing the Republican of trying
to conceal his stand.
Claude Allen, spokesman for the Helms for Senate
Committee, said Hunt was distorting Helms record
and playing a "cruel hoax" on the elderly.
Gary Pearce, co-chariman of the Hunt campaign,
displayed during a news conference copies of letters
written by Helms and George Hess of Raleigh, a
retired Social Security official. Helms letter is to Hess,
asking him to "spread the word" that Helms doesn't

Board votes to zone
Cheeks Township

The Orange County Board of Com
missioners met Tuesday night to dis
cuss, among other items on the agenda,
the controversial Cheeks Township
Zoning Proposal. In a split vote of 3
2, the board voted in favor of the zoning
of the area.
The Cheeks Township Zoning Prop
osal has come under controversy
recently because of the current regula
tions surrounding commercial and light
industrial developments within the
Cheeks Township area. Under the
current regulations, no commercial or
industrial development is allowed, and
it is against the ordinance for people
to live in mobile homes while there is
construction of conventional homes on
the same lot. People who run businesses
in their homes are also not allowed to
sell any products except those produced
on the premises under this same
ordinance.
The commissioners' vote will change
these regulations so that commercial
and light industrial businesses can be
developed, providing they meet certain
requirements, and people will be able
to live in a mobile home while building
a conventional home. There will also
be a change in the rule so that people
in home businesses can sell products
that are not necessarily produced on the
premises.

Allen said in a telephone interview that the letters
were authentic. Hess letter was mailed to "several
thousand" people statewide around mid-August, he
said.
"It's just a cruel hoax to play on senior citizens
for Governor Hunt to come out in this campaign
once again and try to scare them," said Allen. "What
we see is Hunt and other liberal politicians dema
goguing the issue, just as national Democratic
strategist Peter Hart said they would do to frighten
them to the polls."
The letter from Helms, dated Aug. 1, tells Hess
that Hunt is "trying to frighten" the elderly into voting
for him and "ought to be ashamed of himself."

nesses. The commissioners advised the
planning board to consider the report
and address any concerns to the Cheeks
Township Advisory Council prior to
Nov. 5 when the Board of Commission
ers will meet to vote on the proposal.
While the Cheeks Township zoning
amendment has been surrounded with
controversy since its introduction last
year, Commissioner Ben Lloyd said the
water quality critical designation was
probably even more controversial and
damaging to the residents of Cheeks
Township. Lloyd presented the motion
that delayed action to set water critical
area standards.
Tonight, the board will consider a
schedule of meetings between the
county and Chapel Hill and Carrboro
to begin the joint planning processes of
those communities.

Donovan resigns post

NEW YORK Labor Secretary
Raymond Donovan surrendered
yesterday to face criminal charges of '
grand larceny and falsifying records
while he was an executive of a New
jersey construction firm.
"It's a political hatchet job," said
Donovan of the charges" before
entering the Criminal Courthouse in
the Bronx.
Donovan announced Monday
night he was taking a leave of
absence to answer the accusations.
"I plan to devote all my time and
attention to this matter," Donovan
said of the indictment that he termed
"a mindless inquisition" Monday
night in a terse statement he read
to reporters.
"I fully expect to resume my duties
just as soon as this injustice has been
dealt with," said Donovan, who has
been dogged by questions about his
New Jersey construction firm since
before joining the administration.
He said he was leaving imme
diately, in part, to ensure "that this
does not reflect negatively upon the
president" in the current campaign.
