The Chapel Hill police are cracking down on sidewalk cyclists. Beginning today, Monday, the Chapel Hill police will ticket people riding bicycles on the sidewalks in the main blocks of Franklin and Rosemary streets. Keith Lohman. planner with the Chapel Hill police, said the police were beginning the crack down because of an increase in the number of complaints from pedestrians who said the cyclists were posing a danger to them. Town Ordinance, section 21-44, prohibits riding bikes on the sidewalks and states that police may fine people caught riding on the sidewalks. But until now, the police have been issuing warnings, Lohman said. Beginning today, police will fine people $ 1 if they are caught riding their bikes on the sidewalks in the 100 blocks of Franklin and Rosemary streets, which is the main business district in downtown. If that fine is not paid, police will issue $37 state citations, he said. The tickets will be regular parking tickets, but the section of the ticket marked "other violation" will be checked, Lohman said. Lohman said that before now, the police had only given tickets to people riding on the sidewalks during special events such as Apple Chill, the annual street fair downtown. It seems that the number of pedestrians downtown has increased, he said, and the number of complaints the police receive has gone up considerably. Minors (people under 16) who are caught riding their bikes on the sidewalks would also be issued tickets, Lohman said, and their case would be turned over to the juvenile officer if the fine weren't paid. i Motorized scooters and mopeds are also covered under the ordinance. Lohman suggested that people walk their bicycles in the : congested sections of downtown if they areht comfortable riding them on the streets. West Germany conducting security review From wire report BONN, West Germany The West German govern ment began a high-level security review of its intelligence programs Saturday, following the defection of one counterespionage official to East Germany. Interior Ministry officials said the West German domestic counterespionage system would be thoroughly checked and would need quick reconstruction. Reportedly, some of Bonn's officials in the East were recalled for security reasons following news of the defection. Hans Joachim Tiedge, 48, formerly in charge of tracking Eastern Bloc spies in West Germany, arrived in East Berlin to seek political asylum, stunning West German Chancellor Helmut Kohl and his center-right coalition. Violence against Jews continues JERUSALEM One Israeli was killed and another critically wounded Saturday in separate incidents on the West Bank, the most recent attacks in a 15-month string of violence against Jews in Israeli-occupied areas. A youth shot Andre Aloush, of Netanya, as Aloush stood outside a jewelry shop in Tulkarm. He was pronounced dead at Tulkarm Hospital.
