Each committee member this summer drafted a proposal describing what a black cultural center should entail. Ten proposals were then drawn into one statement by Kenneth Smith, a junior from Charlotte. Williamson said firm data should be the basis of the committee's statement to Boulton, and statistics should reflect the committee's well documented facts. William T. Small, assistant dean of the School of Public Health and committee member, said, "Our charge is to draw upon our findings to determine the feasibility of having this kind of center.
