Tffiuistees iedlepeinideinit UN C police By KRISTEN GARDNER Staff Writer A proposal to establish a campus law enforcement agency that will draw its authority from the University instead of from Chapel Hill police was approved by the Board of Trustees last week. The proposal resulted from a law passed by the N.C. General Assembly in its last session, authorizing the 16 schools in the UNC system to estab lish a law enforcement agency and employ officers. The proposal will go into effect on UNCs campus Oct. 1. ' The law was adopted because some campus police departments in the UNC system were concerned about limits on their authority, Robert Sherman, UNC director of security services, said Monday. John Harris of Charlotte, Robert Strickland of Winston-Salem, and Thomas Capps of Richmond, Va., were elected to the board Friday. The three UNC alumni were elected to terms ending June 30, 1991. Gov. Jim Martin appointed Harris and Strickland, while the UNC Board of Governors appointed Capps. Trustees Travis Porter of Durham, George Ragsdale of Raleigh and Clint Newton of Shelby retired from the Campus Calendar The DTH Campus Calendar appears daily. "That's one of the things we're going to push for this year. We deserve to be constitutionally funded." They have no authority on streets running through their campuses, so they cannot stop speeders or other traffic violators on those streets. The new law will allow campus police departments to extend their jurisdictions, Sherman said, and the departments will become legally recognized law enforcement agencies. "We (University police) really should be responsible to, and gain our authority from, our own governing board," he said. Sherman said UNC has avoided the problem of jurisdiction by having its officers sworn in by the Chapel Hill Police Department, rather than by the Attorney General's office. Although campus police usually limit their activities to University property, they can enforce laws throughout Chapel Hill. board. Since campus police departments will now be recognized as law enforce ment agencies, they will be able to enter into agreements with each other and send officers to other campuses if assistance is required, Sherman said. Sherman said he expects the Uni versity police to enter into an agree ment with Chapel Hill police to continue to provide assistance to the department when necessary. This quote is the greeting from Southern Bell's Convenience Cen ters, located on campus to help UNC students get their phones connected more quickly. Temporarily placed on cam puses at N.C. State University, UNC-Charlotte and UNC-Chapel Hill, the Convenience Centers take phone service orders from return ing students, said Bob Scoggin, district manager for Southern Bell." The centers are located on UNC CH's campus in the Student Union, Carr Building, Granville Towers Free Hugger with paid subscription! Students familiarity with com puters has made using the Conven ience Centers easy, Scoggin said. He said he has not heard any complaints about the computers. About 1,000 orders have been placed at the UNC terminals so far. Most students said the centers are helpful. "I think it is great," said Kathryn Cater, a first-year law school student from Mt. Airy. "If they come through and hook up my service, it is very convenient." " Eric' Nichols, a senior from Boston, Mass., said he thought the centers were fantastic.
