ATHENS, Greece Ministers of
the new conservative-communist
governing coalition said Tuesday the
outgoing government took with it
confidential files in a move that will
hinder a promised cleanup of its scan
dals. Conservative Tzannis Tzannetakis,
who was sworn in on Sunday as head
of the coalition government, said not
a single file remained in former Pre
mier Andreas Papandreou's office.

"It saddens my heart very deeply
to know that poor women are once
again going to be out there going to
backstreet abortions and possibly be

the decision "made women wards of

Sarah Weddington, a Texas attor
ney who successfully argued the Roe
vs. Wade case in 1973, said that while
the decision is effective immediately,
"it will have no practical implication
until state legislatures pass new laws.
"So in terms of is abortion legal
or illegal in the various states, to
morrow it's going to be the same as
today. But what we are going to see
is a tremendous surge of legislative
activity in all of the state legislatures
depending on which ones are in ses
sion and which ones are not," she
said.
Despite that reassurance, many
women appeared to be fearing the
worst.

He said in a radio interview that
one of Papandreou's advisers told him
that "when problems were solved we
tore up the documents and therefore
there are no documents. We solved
all problems."
The government of the conserva
tive New Democracy party and the
communist Coalition of the Left and
Progress was formed after no party
won an absolute majority in June 18
elections to the 300-member unicam
eral Parliament.

mentary seats. New Democracy won
145 places and the Coalition won 28.
The remainder went to a small con
servative party and an independent
party.
A $200 million financial scandal
allegedly involving ministers in Pa
pandreou's government and 70-year-old
Papandreou's open affair with a
woman half his age while he was
married contributed to his downfall.
He has been hospitalized with a heart
and kidney condition.

them," the independent daily Ethnos
said in an editorial. "The theft of
documents constitutes a crime against
the state and concerns not only the
people but Parliament and the judici

The right-wing daily Eleftheros
Typos said it had confidential papers
belonging to the Commerce Minis
try. It said the documents were found
in a garbage can outside the home of
former Commerce Minister Yannos
Papantoniou.

velis told reporters the cleanup would
be hampered by the lack of docu
ments. "The race for the cleanup has be
gun," he said, "and the first great

broke long-standing tradition when
outgoing ministers were not present
to pass on their offices to successors.
The only Socialist official who
maintained the custom was former
Defense Minister Yannis Haralam
bopoulos, who said, "This particular
ministry could not afford a power
vacuum for a single moment."
Also Tuesday, Athanasios Tsal
daris, a veteran lawmaker and mem
ber of the conservative New Democ
racy party, was elected president of
the Parliament.
The 68-year-old Tsaldaris has been
a member of Parliament since 1963,
except for a seven-year hiatus when
a military dictatorship ruled Greece.
