I 2The Daily Tar HeelThursday, June 13, 1991 r ! Chancellor approves summer appointments to Honor Court By Jennifer Williamson Staff Writer Chancellor Paul Hardin's approval of summer appointments to the Under graduate Honor Court will allow the court to begin hearing summer cases, said Jeffrey Cannon, assistant dean of students. Nancy Zucker, student attorney gen eral, said last week that a case sched uled for last Thursday was postponed because of the congress closure. But Jason Kaus, vice chairman of the Honor Court, said Monday that no cases were postponed last week. The Thurs day case was not postponed because it had not been officially scheduled, he said. "Everything is on go," Kaus said. Zucker said the court was hearing cases this week but refused to comment on Hardin's approvals. Susan Ehringhaus, assistant to the chancellor and senior University coun sel, said Hardin had the power to ap prove court members under the author ity of the Code of the UNC Board of Governors. Congress receives its tradi tional confirmation role by delegation from the chancellor, she said. Kaus said the court also faced prob lems getting started last summer. "The chancellor stepped in then and exer cised his authority," he said. Bibbs issued a restraining order May 28 shutting down congress indefinitely after Reps. Andrew Cohen and Mike Kolb brought a case against Speaker Tim Moore. The order challenges the legality of Moore's appointment of 1 1 students to the summer congress with out prior approval from fall congress. The order disrupted several student programs by preventing congress from disbursing student fee money to them, including the UNC Pauper Players. But UNC-CH has an enrollment cap, which means that the University cannot let in more students to compensate for the loss of revenue. Hall said. "We ... will be paying our tuition increases di rectly to the state to offset the budget shortfall, and that's wrong." So far, Heyd said, he and Hall have been trying to reach students with dif ferent representatives before the con ference committee makes final changes. "Once the conference committee has been formed, we will focus on calling those students whose legislators are on the committee," he said. The compromise bill is not expected for a week or two, he said. "We plan to use this time to call as many students as possible." The cost of the phone calls is being covered by student government, Heyd said. So far it's not obvious whether the calls are working, Heyd said, but he hopes so. "We're simply asking them to make a phone call." Hall said the calling campaign was progressing slowly. 'There's almost no manpower available in the summer, but we're doing our best," he said.
