Howes said discrimination was not a factor in the attempted raid of a Chapel Hill home last Friday during which po lice, attempting to make a drug bust, mistakenly raided the wrong apartment. "The fact is we made a mistake," he said. "Our police are working with neighboring jurisdictions on the whole drug situation. Sometimes things don't work. "We have apologized to the innocent family, but that doesn't take away from the fact that it was done at a great deal of embarrassment and physical cost to the family," Howes said. "Imprinted in the mind of the 6-year-old boy, who I'm sure has seen a lot in his time, is going to be the picture of police entering his home and taking his parents. It was not handled well." Despite incidents such as last Friday's troubles, Howes said Chapel Hill's growing crime problem is being ad dressed as best it can. "I'm sorry to say that Chapel Hill is a more dangerous place to live than it was in the past, just as Durham is, just as Fayetteville is, just as Charlotte is, and unfortunately, just as many small towns are becoming," Howes said. The pol ice are try ing to curb v iolence Mayors fronwi about the life and history of Saratov while touring the city and socializing with its officials, Howes said. The trip would have been the first exchange of its kind between the cities. The Saratov officials plan to visit Chapel Hill and Carrboro after the may ors visit Saratov. Howes, Kinnaird and Spruyt planned to meet with UNC professor Don Ra leigh, a Sovietologist and expert on Saratov, who is in Saratov conducting research. Raleigh was to act as inter preter and facilitator during the visit. Howes said the jubilation in Russia about recent changes also is disrupting Raleigh's work. downtown by putting more officers on Franklin Street during major crime times, Howes said. Howes also discussed a proposed town entertainment tax and predicted it will never be passed. The proposed entertainment tax in Chapel Hill would raise the prices of tickets at Kenan Stadium and Smith Center events. Students have generally objected, assuming that the weight of the tax would somehow fall onto their ticket prices, probably through increased stu dent fees, Howes said. "My sense is that as long as the University opposes it, it's not going to be a very lively issue," he said. While the town council has lobbied the General Assembly for several years in an attempt to gain certain taxing powers, Howes said more powerful in terest groups, such as UNC, will con tinue to thwart these efforts. Chapel Hill government services currently are financed by the annual property tax. The recent proposition by Intimate Bookshop owner Wallace Kuralt to turn Franklin Street into a pedestrian mall has its merits and may be worked into the city plan someday, Howes said. "He suggested to us that Franklin Street be altered to make it more pedes trian and more user-friendly," Howes said. "It's an intriguing idea." Because Franklin Street is a state road, however, any changes in the Franklin Street area must first be ap proved by the N.C. Department of Trans portation. While a similar plan was approved in Hendersonville, any changes to the downtown area of Chapel Hill will take some time. "We're going to use (Kuralt's plan) as a basis for opening up a big discus sion about the atmosphere downtown," Howes said. "The town council is will ing to make some moves to make the whole environment more pleasant." Although his term ends in January, Howes is excited about the November elections.
