"In this case, the hospital board decided how much to borrow and made a proposal to a group of underwriters who offered the money." Every lender gets a form of docu ment, or bond, which specifies the rate at which the borrower will repay the debt, the time in which the borrower will repay the debt and other specifics of the loan, Tuchi said. . "Under most circumstances, an indi vidual will borrow directly from a lender," he said. "When you borrow money tax free and in large volume, you can't deal directly with a lender." The University hires an investment banker who serves as an intermediary to find lenders, he said. The bond is paid back by the Univer sity in various ways, depending on what the project is, Tuchi said. Bonds that financed the student rec reation center will be paid back with student fees, he said. Bonds that paid for the Kenan-Flagler School of Business will be paid back by private donations. "None are paid back by out-of-state appropriations," he said. All UNC projects currently are funded by bonds. The state has not provided appro priations to finance projects for the School of Social Work, the School of Dentistry or the other schools of the University that require additional fund ing, Tuchi said. "The way in which the state has pro vided money in the last few years, there haven't been enough appropriations to finance our projects," he said. Cordon Rutherford, director of fa cilities planning and design, said sell ing bonds to finance projects was not a new policy. "The things that we sell bonds for the state never has supported," he said. The revenue from the sale of the bonds determines whether the Univer sity will be able to construct new projects, Rutherford said. Dahmer pleaded guilty but insane to IS slayings Monday, six months after he admitted killing and dismembering 17 young men, having sex with corpses and sav ing one victim's heart to eat. "His plea is horrible," said Shirley Hughes, mother of victim Anthony Hughes. "It's driving me mad. He's not insane." However, defense attorney Gerald Boyle and District Attorney E. He captured the ACC title in the 200 butterfly and competed at the NCAAs for UNC in three indi vidual events and two relays. Monasterio cannot point to a single event and label it as his best or his favorite. Whenever he designates one as his best event, he winds up doing better in the other ones because there is not as much pressure placed on those 15-501 events. "I think this year I'm going to con centrate on the 200 fly just because it may be better for me internationally later," Monasterio said. "But I still have a lot of fun with my 200 and 500 freestyles." As a junior and a co-captain, Monasterio supposedly has a leader ship role on the men 's team. He does not consider himself to be much of a leader, however. "I'm a captain and all, but I think I might have been voted captain just be causelcan swim fast,"Monasterio said. "I hope I can lead the team by example and maybe motivate them to swim fast. I don't think I have many leadership qualities.
