Democratic primary Fees from page i The Associated Press RALEIGH The state elections board has added Jerry Brown to the ballot for the Democratic presidential primary after a protest from the former California governor. "He contacted us and wanted to know why he hadn't been nominated," State Elections Director Alex Brock said. Brown was not among the names listed last week after the Feb. 4 deadline forqualification. Brock said Brown had not asked to be on the ballot. But Brown's campaign said it never received the necessary form to make the request. Brock said the form apparently went to the wrong address. "His attorneys contacted us the next morning after the board nominated can didates and stated that he had never received our notice, and so the board reconsidered," Brock said. North Carolina requires candidates who want to be on the ballot to state that intent. "It is principally to keep candidates who don't want to have their name on our ballot from appearing," Brock said. "We don't just arbitrarily put someone on the ballot just because we hear they're running for president." Brock said his office sent the form to Brown's residence in Sacramento, Ca lif., instead of the campaign's head quarters in Alexandria, Va. The letter was sent twice, he said. "I had not heard from Mr. Brown, and so we sent him another letter about a week before (the deadline)," he said. The California address was the one Brown registered with the Federal Elec tions Commission, Brock said. "My understanding is that was in deed a mistake," said Kevin Connor, Brown's deputy campaign manager in Manchester, N.H. "My understanding was that materials on the part of the state were mailed to an incorrect mail ing address." Brown's campaign declined further comment. To qualify for the ballot, a candidate must either have raised enough money to receive federal matching funds or have submitted a petition signed by 10,000 registered voters in the candidate's party. Geoff Newman, STV business man ager, said STV wanted $25,000 to buy new equipment because the station had spent too much money repairing old equipment. Newman said STV requested the $25,000 to make up for a bill that con gress rejected Wednesday. The bill would have created a referendum to increase student fees by 85 cents to help the organization, he said. "Chances are it won't go through, but we'll try to justify it," he said. Grissom said congress representa tives also would scrutinize the Phoenix and the Yackety Yack. Some members believe all student publications should be self-sufficient, using money gener ated by advertising. Charles Overbeck, former Phoenix editor, said the campus weekly did not want to rely on congress for funds but needed time to break into the advertis ing market gradually. "They don't un derstand how incredibly hostile the ad vertising market is right now." The Phoenix requested about $7,500 $1,000 less than last year and Elections already is strained financially, he said. If congress cuts the budget in half, the Phoenix might have to publish bi monthly instead of weekly, he said. "We'd scrape along somehow." Nick Franzese, associate editor of the campus yearbook, said, "This would be the worst year to cut our funds." Embezzlement of more than $75,000, poor sales and financial mismanage ment have caused the yearbook to hit hard times, Franzese said. The money from Student Congress is a small, but important, part of the Yack's budget because it provides starter funds forthe book, Franzese said. The Yackety Yack asked for $9,269. The yearbook eventually wants to become autonomous from student fees, he said. Grissom said the Toronto Exchange, an exchange program which sends stu dents to Canada, also would go under fire at the hearings because it did not reach the entire student body. While congress will cut some funds from all organizations, some will bear the brunt of the cuts, he said. "My fear is that congress will scrutinize the tight est budget presented the CGLA." .. The Carolina Gay and Lesbian Assq-; ciation has had the most professional, presentation and the tightest budget in past years, but congress may fight to cut; the organization's budget because some members disagree with the nature of the ; organization, he said. Some organizations made reasonable ; requests, Grissom said. The Black Sti)4, dent Movement's budget is much tighter than last year, he said. ' A request of $32,764.22 was not an unreasonable request considering the; many subgroups it sponsors, Grissom said. The BSM comprises the Gospel ; Choir, Opeyo! Dancers, Ebony Read-?; ers and Black Ink. Congress might cut some funds td; the BSM-sponsored Black Ink because ' it is a student publication like the Phoe nix and the Yack. The Society for Out-of-State Stu dents has a good grasp on how a new organization should grow.Grissom said. The organization filed the smallest re quest, $320, to set the frame for a poten tially vital segment of the campus, he said. from page 1 "Many elections usually are won on write-in ballots," Pons said. "I don't think write-in candidates are a problem, but I think the problem will be that we don't get anyone to write in. Jeff Hill, a senior from Charlotte and an off-campus resident, said he planned to vote even though he thought off campus voters were at a disadvantage because of the decreased number of poll sites. "It took an effort already for off campus students to vote in previous elections," Hill said. "Now it takes a special effort to find your poll site and stand in line and vote." Bracey said he did not expect a back log of voters at each poll site. Each location will have multiple tables to decrease lines, he said. Some poll sites will be set in outdoor locations, but rain sites are planned in case of inclement weather. The Pit poll site will be held in 205-206 Union if it rains. Andrea Clark, a sophomore from Manteo and a Morrison Residence Hall resident, said she was not sure if she would vote. A Morrison poll site was cut. "I think it would have been a lot more likely if (the poll site) was right down stairs," Clark said. "Last year I totally forgot until I saw the table in the lobby." Bracey said election returns would be tabulated at a public vote count in 209 Manning. Returns should be in by 10 p.m., he said. Today's votes probably will not end campus elections. Bracey expects run off elections in the races for student body president. Daily Tar Heel editor and seniorclass president and vice presi dent. If necessary, run-off elections will be held Feb. 18. Students have five choices on the ballot for student body president. Vot ers may choose Rashmi Airan, Mark Bibbs, John Moody, Scott Peeler and Mark Shelburne. For the position of DTH editor, three candidates will appear on the ballot: Matthew Eisley , Stephanie Johnston and Peter Wallsten. One candidate will appear on the ballot for both Carolina Athletic Asso ciation president and Residence Hall Association president. Tracy Kirincich is the lone CAA president candidate, and Charles Streeter is running for RHA president. Seniors will be able to choose from among four teams for seniorclass offic ers. Seniorclass president and vice presi dent teams are Brice Pender and Sebastian Shipp, Arthur Gallagher and Yvette Rieger, Caroline Philson and Christopher Pedigo, and Bob Paty and Elizabeth Mitchell. Kristen Davis is the only candidate for senior class secretary. Graduate student voters can select the president of the Graduate and Pro fessional Student Federation. Tracey Harrell is the only candidate on the ballot for the position. On-campus residents will select resi dence area governors. Positions are available in all 10 residence areas. Thirty-five candidates are running for 38 open seats on Student Congress. Students may vote for representatives for the districts in which they Jive.
