The United States plans to start air lifting food into the Horn of Africa nation this week, and Germany began its own airlift Tuesday. As many as 2 million people are estimated to be in imminent danger of dying from starvation. Aid programs so far have been undermined by wide spread looting in the lawless country. "Somalia still remains an extremely dangerous and volatile place and large quantities of food swamping the coun try in an uncontrolled fashion could quite easily spark off new security prob lems," the Red Cross said Tuesday.
