The Board is responsible for the school sys tem's financial and other ad ministrative policies. It does not conctrn itself with teaching techniques or any other purely educational matters. leaving those to Superintendent Howard E. Thompson. Dr. Thompson acts as the Board's executive in pol icy matters. Chairman of the School Board is Grey Culbreth. senior mem ber in length of service, and al so a former chairman. Mr.' Cul breth was appointed to the Board in 1961 for a six-year term, was elected for a two-year term in 1957, and in 1959 was re-elected for another six-year term. He was succeeded in his prior chair manship by Dr. J. Kempton Jones, whose term expired in July. Mr. Culbreth is the Uni versity’s superintendent of util ities. 1 Dr. Fred Ellis, former vice chaiimsn of tre Board, was elect ed ia 1361 for a six-year term. Dr. Ellis had been unofficially active in Town affairs for some years. The Rev. J. R. Manley, the first Negro ever to be a mem ber of toe School Board, was elected in 1959 for a six-year term. Mr. Manley is pastor of the First Baptist Church in Chapel Hill. Ben Perry, elected last May to a six-year term, is a Chapel Hill native and a loch! business man. He holds a master's de gree in education from the Uni versity here, and taught and coached in public schools in dif ferent parts o fthe State for a number of years before return ing to Chapel Hill. Dr. Richard Peters was elect ed to the Board in 1961. He is a surgeon at Memorial Hospital and a professor ki the University -School of Medicine, and had been unofficially active in Town affairs prior to his election. Mrs. Ross Scroggs was also elected in 1981. for a four-year term. Mrs. Scroggs is a Uni versity employee and the wife of the UNC Photo Lab director She has been a Chapel Hill res ident since 1947, and already had been active in school affairs for a number of years before her election. Edwin Tenney, a textbook pub lisher's representative, led the field of School Board candidates last May. Mr. Tenney is a na tive of Chapel Hill, a University graduate, and has held numer ous teaching and administrative positions in education.
