But the Aldermen’s resolution urged speed on the part of the Highway Commission in approv ing the Thoroughfare Plan, “with the understanding” that the need for the radial road “can be con : sidered at a later date” when the results of the feasibility study and traffic survey are complet ed. In other business, the Aider men agreed to let the current controversy between the Town and developer Jack Carlisle be set lied in court. vtr. Carlisle some weeks ago erected several structures on property in Rolling Hills, describ ed as multi-unit residences, with a building permit which the Board of Adjustment subsequent ly revoked. Mr, Carlisle would have to have a special use permit for a trailer park, the Board of Adjustment said. Mr. Carlisle took the case to court. It was scheduled to be heard in Orange Superior Court today. John Manning and Robert Page, attorneys for Mr. Carlisle, appeared before the Aldermen and suggested an out-of-court settlement with the Town amend ing its ordinances to permit Mr. Car’isle's project. The Aldermen declined. The Aldermen approved spec ial duty pay of SIOO per man for Chapel Hill policemen who put in more than 1.000 hours of over time during last summer's rac ial demonstrations here. The ex tra pay will be given to men who were on the Chapel Hill police force between May 25 and August 25 if they are still mem bers of the police force. The Aldermen passed an or dinance governing the construc tion of driveways, making it un lawful to construct a driveway into the street'without a permit from the Building Inspector. The driveway permit will be granted on fulfillment of several condi tions. among them that the driveway be no more than 25 feet wide. Several transmittals from the Planning Board were approved; a final plat of Coker Hills sub division, a preliminary sketch of development undertaken by Crowell Little, and preliminary sketches of Hillside Estates sec tion 11. of Ridgefield Heights sec tions IV'. and Farrington Hills subdivision. Carlisle’s Trailer Hearing Is Today A hearing on developer Jack Carlisle’s appeal of a;, Board of Adjustment ruling against his mobile homes in Rciling Hills is scheduled for this afternoon in Orange Superior Court. Mr. Carlisle obtained a writ of certiorari and injunction staying the Town from action against him after the Board of Adjustment revoked building permits for the structures in early October. Mr. Carlisle had obtained building permits for two five unit apartment buildings. Town Manager Robert Peek, how however, contended that Mr. Carlisle had used the permits to operate a trailer park. The units are pre-fabriceted and hauled to sites on a trailer chas sis. On that basis Mr. Peck ap pealed to the Board of Adjust ment to rule whether Mr. Carl isle was operating a trailer park or had erected apartment buildings.
