SLUMP MAY FOLLOW DEFENSE BOOM
UNLESS HOUSING IS EXPANDED
Warning delegates to the 60th an
nual A. F. of L. Convention in New
Orleans, La., that present prepara
tions for defense may leave 5,000,000
American workers unprepared for
peace when it comes, Nathan Straus,
Administrator of the United States
Housing Authority, recently urged
that plans be made now for a publis
housing program based on the possi
bility of the need for 500,000 homes
annually by the end of the defense
emergency.
Mr. Straus reminded the labor lead
ers that when peace comes, men em
ployed in highly skilled defense jobs
must face the possibility of wide
spread unemployment, unless a pro
gram to forestall such a misfortune
is put into effect now.
“We must plan to face the possi
bility that at least 6,000,000 men maj
be thrown out of work directly or in
directly by the reestablishment of i
peacetime economy in this country
unless we do something now to pre
vent it,” Mr. Straus said.
Pointing out that the lag in resi
dential construction since 1929, obso
lescence of existing homes, and popu
lation growth, have combined to pro
duce a need which, it is estimated, will
reach a total of 13,000,000 new dwell
ings by 1950, Mr. Straus urged ex
pansion of the USHA program as the
logical answer to labor’s peacetime
readjustment problem. “I believe that
the Nation-wide decentralized pro
gram of the United States Housing
Authority, calling into play all of
the 500 local authorities as well as
the Federal Government, utilizing
2,500 or more members of local hous
ing authorities, many of whom are
members of organized labor, drawing
upon the best elements of community
citizenship and community experi
ence,, is the best and most substantial
single piece of machinery yet devised
toward this end.”—Public Housing,

ATLANTA, Ga.—John S. Martin,
International representative of the
Ladies Garment Workers Union,
makes encouraging report of the
progress being made by the ILGW
throughout the South. In Atlanta
last week an agreement was signed,
between the Local Union and the Le-1
ray Frocks, Inc., ft new dress manu
facturing business starting here.
While agreements are made with the
60 cents an hour wage provision. Mr.
Martin says, most of his membership
are drawing higher rates of pay,
many receiving 6V/i to 72% cents an
hour.
