DUK,&> POWER COMPANY ILGWU BRANDS SOVIET FOR EIGN POLICY “MOST 8ERIOU8 THREAT” TO WORLD PEACE Cleveland — The convention of the International Ladies Garment Workers Union adopted a resolu tion branding Soviet foreign pol icy as "the most serious threat to world peace.” Only three of the convention’s 900 delegates voted against the declaration. The resolution urged that trade union representatives be drawn into the American diplomatic corps as one means of insuring that our own foreign policy would be free of any taint of. imperialism. The convention’s foreign-policy declaration accused Russia at fol lowing an “imperialist” and “ex pansionist” course in its relation with smaller nations, of maintain ing a worldwide fifth column and of undermining the prestige and authority of the United Nations. It backed the Baruch plan for the control of atomic energy and hailed the granting of indepen dence to the Philippines, India and Burma as signs that the United States and Great Britain were putting aside imperialism. After the resolution had been adopted David Dubinsky. presi dent, chided delegates from two Los Angeles locals for failing to take the floor in opposition to the statement. The locals had submitted resolutions condemning the Truman Doctrine and urging greater co-operation with Russia. Mr. Dubinsky said both Los Angeles resolutions had been written by the Communist party and not by ILGWU members. He charged further that the failure of the Los Angeles delegates to rise in support of. their measures was based on outside orders, rather than on a desire to avoid discord in the organization. “I expect our delegates wiJJ take instructions only from the members—and nowhere else,” Mr. Dubinsky shouted. On the recommendation of its international relations committee, headed by Israel Feinberg of New York, the convention called for enactment of the Stratton bill to permit the entry into this country of 400,000 displaced per sons during the next four years. HARRY COHEN ELECTED Baltimore, Md.— Harry Cohen, president of the Baltimore Fed eration of Labor and president of Truck Drivers and Helpers. Local 355, has been elected to the presidency of the Maryland and District of Columbia Federation of Labor. Mr. Cohen polled an overwhelming majority vote of 214 1-2 to 191 at the close of the 41st annual convention held here.
