FOR ITU PRINTERS Cleveland—Woodruff \ Randolph, president of the International Ty pographical Union, proposed the union follow a policy of refusing to sign contracts as a means of j retaining the closed shop and i avoiding the strict penalties of 1 the Taft-Hartley law. Mr. Randolph enunciated the policy in a keynote address be fore the opening session of the Kftth convention of the union. The proposal was well received by the nearly 300 delegates to the con clave. The policy means that local unions, after discussion with em ployers, will merely post all the conditions under which their mem bers will work. Any departure from those conditions will be the signal for a cessation of work. Officers said this policy was at- < ready operative in thirteen states which have statutory prohibitions against closed-shop contracts. Mr. Randolph told the delegates the union confronted a condition as critical, “if not more so, than ever in the history of the ITL.” He predicted that there would be no surrender of the freedom to re fuse to work with a nonunion printer or to handle nonunion ma terials. “We are embarged on no r.ew conquests,” the union president de- • dared. “We only want to do what • we have been doing for more than a hundred years. We can as sure them (the employers) that we will do what comes natural ly.” Mr. Randolph, who is trained in the law, stated that union mem bers will have greater freedom without a contract. He said the union officers will file required financial data and affidavits that they are not Communists but he warned that any local union which goerf to the National Labor Rela- - tions Board will be “sticking its neck in a trap.” “Any union that insists on go ing there, that’s their right, but God help them, we can’t,” he de clared. The union president asserted that “our method is so firmly en trenched that any employer who undertakes to put a nonunion man in a composing: room is demon strating: by that very act his de sire to break your union.” He in vited publishers and other ent- ■ ployers of printers to join with ' the union in a move to amend the Taft-Hartley law. “If they do not join with us we know where their heart lies,” he said. Mr. Randolph added that the American Newspaper Pub’isVrs Association had suggested a joint committee meeting: with the union but contended that it would be fu tile until the publishers’ commit tee carried some authority to act. CALIFORNIA WAGES UP r*; COST OF LIVING JUMPS 18'* San Francisco—Wages of fac tory workers in May were 9 per cent higher than in the same month last year, according to a report of the California Depart ment of Industrial Rflations. In. the.San Francisco Bay area average weekly earnings in man ufacturing industries rose to $56.34. The report points out, however, that the cost of living during the i same period has jumped by 18 " per cent.
