Latin-American countries. In those
cases the delegates will be direct
representatives of their national
unions. According to word re
ceived here, no union regarded as
Communist-dominated will be in
vited.
The AFL has favored the estab
lishment of such an inter-Ameri
can labor body for several years.
For many years the world la
bor movement was identifed as
the International Federation of
Trade Unions. It was dominated
by the British Trade Union Con
gress and the AFL and excluded
the Soviet Union. The British
took' the lead two or three years
ago in forming the VVFTU. The
admission of the CIO and the
Russians resulted in an AFL de
cision to boycott the new organi
zation.
The AFL has retained represen
tation in the international tabor
organization, to the exclusion of
the CIO. This is not strictly a
labor body, being made up of em
ployer and government represen
tatives as well as those of em
ployes. The AFL also has re
tained fraternal relationships with
unions in Britain, Canada and a
few Latin-American countries.

New York Industrial Commission

ate receiving on-the-job training
in programs sponsored by 13,120
employers throughout the state.
Mr. Corsi said the State Labor
Department is supplying to em
ployers special “certificates of
completion” to give veterans who
have satisfactorily completed the
training courses.
Under Federal regulations., em
ployers must give a certificate of
this type to each veteran com
pleting an on-the-job training
course. Mr. Corsi said the state
agency would make the forms
available without cost as “a small
gesture of appreciation” to the
employers who were co-operating
in the program.
