This is the main theme ex* pressed by Arnold S. Zander, president of the AFL's State, County, and Municipal Employee Union, in the sixth and final arti cle in a series prepared for the Workers Education Bureau of America on the reneral topic, "Sweden: Labratory in Eco nomic Democracy.” Portions of Mr. Zander’s arti cle follow: “The Swede* have moat ad vanced social and economic order because they have few rich people and no poor. They have achieved an amazing measure of equality. “They do not have the sumptu ous dwelling* of our well-to-do, but neither does one find alums. They have- both less splendor and leas misery. It may be said that enjoyment is less excessive but it must be added that, comfort is more generdl. He who would de fend full freedom for the moun tain lion and the wolf would be uncomfortable for a time in Sweden, where the order of things is such that domestic animals can make their contribution without being constantly in danger of at tack. Monopolies do not exist in Sweden except as public enter prises, but competitive enter prises are freer there. “Sweden is not a land of slo gans and catch phrases. The 'en terprise system’ needs to be de fined and must be shown to con tribute to economic stability or it has no charm for them. They use it where it works to advantage, in the area* where free competi tion actually obtains. To them, communism is not 'Red Fascism,’ another catch phrase, but a sys tem which destroys personal lib erty and freedom. The Swedes have a way of judging commun ism by its destruction of freedom and not by the roil of the words. “To them the ‘American enter prise system,’ as ordiifarily de scribed by business leaders, un disciplined, uncontrolled by consu mer co-operative competition and public yardstick operations, would mean booms and busts and finally a depression so deep that there would be no recovery, but only mass unemployment, disillusion ment. chaos, and dictatorship. "Sweden points the way in temj>ering capitalism, in building automatic controls in the compe titive system, in equalising op portunities, and in advancing the historc trend toward equalty. “When I asked why they had done some of the tnings they have I was told that they arc* a poor people and could not afford an other depression. They said, ‘If we were to have the kind of de pression you are going to have in your country it would mean ruination and the loss of our rights and privileges. We hope your great wealth will carry you through. We don’t have such wealth.’ They were forced by their poverty, they said, to defend themselves against chaos by prop erly adjusting their economic sys tem. “I asked them how it was that (.hey were able to take such for ward steps. They pointed out that they had not left in private hands the power to stand against advances which goes with the ownership and control of monop oly industries.
