One of the bolting locals rep resented 2.000 workers in the factories of the Loft Candy Co., Henry Heide, Inc., and several smaller candy makers. The other was made up of 1,200 bakers em ployed by the Gordon (Silvercup) Baking Co., Dugan Brothers and other bakeries. Thiptwo locals have affiliated with the Bakery and Confection- j cry Workers international Un ion, AFL, Leon Reich, counsel for the Loft local, said the mem-1 bers felt that the parent union was “disintegrating” and that their intreset would be served most effectively by joining the AFL unit. A similar explana tion was made by Patrick Rail, business manager of the bakery local. GALVIN SWORN IN NS LABOR UNOERSECRETARY Washington, March 14. — Mi chael H. Galvin, Boston attorney, was sworn in today as Under-| secretary of Labor. Galvin took the oath from Fed eral District Judge Matthew Mc Guire in the present of cabinet offcials and representatives of la bor unions. Absent, however, were any representatives of the CIO. The CIO explained that “nothing should be read into it”—that there simply was a conflict in appoint ments. The AFL was represented by President William Green and Sec retary-Treasurer George Meany. John W. Gibson, CIO union man who is Assistant Secretary of Labor, had been suggested for promotion to Undersecretary for promotion to Undersecretary but the AFL opposed the move. Gib son has turned in his resignation as Assistant Secretary. AFL “VISITING PROFESSORS" TO TELL SCHOOL UNION SIDE Newark, N. J.—American Fed eration of Labor officials will serve as “visiting professors” in a one-week educational exeperi ment intended to give Newark high school seinors the “unvar nished truth about unions.” The AFL Essex country trades council said the project had the support of Dr. John S. Herron, superintendent of schools, and other school officials, as well as of William Green, AFL president. The Newark labor group express ed the - hope that the ee-xperiment would be extended to all high schools in this city and that it woul be extended to all high schools in this city and that it would be copied throughout the country. Each high school session will start with a 20-minute eelture by the AFL "professor,” fol lowed by 25 minutes of open dis cussion. Topics for discussion will in clude “American Labor’s Strug gle Through the Years,” “Why Has Labor .Entered Politics?” “Collective Bargaining.” “Causes of Strikes,” “Labor Legislation on State and National Levels” and "Labor as an Asset to the Community, State and Nation.” The labor instructors will give seven classes a day on each of five days. The project will be introduced with a talk by Mark Starr, educational director of the International Garment Workers Union, at a student assembly February 25. Another assembly will be held March 7, at which two union representatives and two students will sum up the dis cussions of the preceding week. FOB SIXTH CONSECUTIVE MONTH Raleigh, March 14.—Manufac turing employment in North Carolina fell again last month, for the sixth consecutive month. From mid—January to mid February, employment in manu facturing industries declined 0.9 per cent, it was reported today by C. H. Pritchard, statistician of the State Labor department. The laying-off of some 3,300 workers in February brought to 22,000 the number who lost jobs in the period since August of last year, he said. The percen tage decline for the six months was 5:8. Employment declines in Feb ruary occured in both durable and non durable goods industries. Of 20 industry groups surveyed in the preliminary report, 15 showed employment losses and five reported gains. Textile mills laid off about 2,000 workers during the month. Em ployment in furniture factories was down 1.1 per cent, with more than 300 laid off. Tobacco fac tories showed a 1.7 per cent de cline, with about 250 laid off. Employment increased 1.3 per cent in apparel manufacturing and 1.4 per cent in food products.
