USE OF NORMAL METHODS
IN ATOMIC PLANTS TO BE
STRESSED BY COMMISSION

commission appointed by President!
Truman recommended that labor1
relations in the utomic energy
plants owned by the U. S. Govern
ment be conducted, in so far as pos
sible, on a normal, voluntary basis,
free from government interference.
Thei only deviation from this
general policy was the recommen
dation that a new labor board be
created which cbuld step in as a
; last resort and delay a threatened
I strike or lockout. The commission
; said the use of this panel should be'
limited to disputes over “vital op
erations.”
The commission, headed by Wil
liam H. Davis, former chairman of
the National War Labor Board,
proposed no new labor legislation.
It came out against total outlaw
I ing of atomic strikes. But the un
ions and the companies in the in
dustry would be required to con
tinue operations — in any cause
urgent enough for the “Labor Re
lations Panel” to enter — until 30
days after the panel has issued
recommendations for a settlement.
The commission consisted of
Davis, Dr. Edwin E. Witte of the
University of Wisconsin, and
Aaron Horvitz. an arbitrator in
New York City.
They visited Mr. Truman and
handed him their report. He made
it public and said he will give it
“careful consideration.”
The President appointed the com
mission last September to study
labor-management relations in the
atomic industry. Twice, serious
strikes had been barely averted at
Oak Ridge, Tennessee.

had arisen out of the fact that
while atomic installations are own
ed by the government and con
trolled by the Linked States Atom
ic Energy Control Commission, la
bor relations are carried on be
tween private companies and their
private employees.
The commission’s major recom- j
mendations were:
1. That management and labor'
in atomic plants "wholeheartedly >
accept" a special responsibility to
seek peaceful settlement of dis
putes in vital portions of the in
dustry.
2. That the Atomic Energy Com
mission have “absolute and final
authority" on all matters of secur
ity, and that such matters not be
considered proper for collective
bargaining.
3. That aside from the really
vital operations in the industry, all
collective bargaining be carried on
normally, free from governmental
interference,

vide that any disputes involving
the interpretation or application of
the contract be settled without
work stoppages — by arbitration
if necessary.
5. That in critical disputes, peo
ple “at the very highest levels” of
management and labor be brought
into the negotiations.
6. That management and labor
make every effort to determine
questions concerning the selection
of unions to represent the workers
by means of agreement and “con
sent elections,’’ instead of having
bitter contests before the National
Labor Relations Board.
7. That in plants where unions
are recognized as representing the
workers, management and labor
cooperate “to integrate the union
into the plant organization as a
two-way channel of communication

8. That the Atomic Energy Com
mission (AEG) establish a labor
personnel part-time officers, ap
pointed by the President from
nominations submitted by the AEG.
AFL PAINTERS WIN RAISE
Allentown. Pa. Wage increases
ranging from 12’A to 25 cents
an hour have been granted mem
bers of the American Federation
of Labor Painters Union here,

painters and decorators. The
new rate for paperhangers is
$1.85 an hour.

AN OLD FAKE
The Scripps - Howard papers
have revived a hoary old fake about
unemployment insurance. It says
that the balance in the hands of
Uncle Sam totals $#,400,000,000.
Then this bit of ‘•Poison*’ is drop
ped in:
“Trouble is that Unde Sam has
spent the money, replacing it with
his bonds.”
Apparently the idea is to scare
those who, looking into the future,
believe that some day they may be
compelled to take advantage of un
employment benefits. As a matter
of fact, there is no reason to bo
alarmed. Uncle Sam is taking
good care of the unemployment in
surance surplus. True, he has in
vested it in government bonds. He
has done that because government
bonds happen to be the best invest
ment in the world.
If the time should come when
Uncle Sam can’t make good on
his bonds, unemployment insurance!

That day is not in sight and j
Uncle Sam has a big fund on hand
to relieve unemployment. Let’s
hope we never need it, but it’s nice
to know it’s there if we should need
