AFL Leaders Endorse Drive For Soap For Europe's Thirty Million'Children New York.— International and local union leaders urged support of a plan sponsored by CARE, the nonprofit agency known to millions for its humanitarian aid to Eu rope’s needy, by which Americans, St no cost to themselves, can pro vide sorely needed soap for Eu ropean children. Bradley, president of AFL’s In ternational Chemical Workers Un ion, and local leaders called for active support of the unique national drive which will help al leviate the extreme scarcity of soap. The CARE soap campaign pro vides that for every two Swan soap wrappers sent to CARE, Bos ton 1, Mass., CARE will guarantee delivery of a bar of Swan soap to needy children overseas. Paul Com ly French, executive director of CA RE, announced that Lever Bro thers Co., of Cambridge, Mass., has agreed to donate the soap to CARE for this purpose. Mr. Woll, as head of the Labor League for Human Rights, an af filiate of CARE, declared: “The advancement of the health of Eu ropean families striving to rebuild their countries and to restore free democratic trade anions is a pro ject that has been close to the heart of the AFL for years. “Through our Labor League for Human Rights, we have sent many thousands of CARE food and clothing textile packages abroad, and now we are glad that this pro ject is to be supplemented by ship ment of special large quantities of soap through CARE. “We heartily recommend full participation in the campaign by all AFL members.” Adding approval of the Swan CARE campaign, Mr. Bradley, at the Akron, Ohio, headquarters of the ICW, stated: "This is a very worthy cause and my personal ob servation and experience in Europe proves to me the value will be far reaching. “Those of us who represent AFL union labor at Lever plants are glad to know that part of our soap production will go to help young sters abrt>ad. C Federal Loans Urged to Help Co-op Housing Washington.—A bill to provide direct federal loans to meet the housing qeeds of middle-income families was mtrodnced in the House of Representatives by Rep. Thomas H. Burke of Ohio. The bill would establish a pro gram of direct federal loans, at lower interest rates, to coopera tives and other types of nonprofit corporations and organizations who would provide housing for tental or for sale to members. Designed to aid families which could afford $40 to $60 a month for housing, the bill has the support of many labor, veterans' and re ligious groups. It would not sup plant or alter any of the existing systems of moitgage insurance under the National Housing Act, but would supplement such pro grams. A Cooperative Housing Admin istration, within the Housing and Home Finance Agency and head ed by a Cooperative Housing Com* , missioner is provided in the bill. Loans would not exceed the de velopment or acquisition cost of the housing projects and would bear interest at a rate equal to the going federal rate of interest at the time the loan was made. The Cooperative Housing Commis sioner would be authorised to issue and have outstanding at any one time, notes and obligations not in excess of $1,000,000,000. This lim itation would be increased by an additional $1,000,000,000 on July 1 of each suceeding year, through 1954. While not restricted to veterans, the program would give first pref- . erence to veterans or families of veterans. Labor Supports Blood Program Philadelphia. — Organized labor here is boosting the Red Cross’ blood-donor campaign. Joseph A. McDonough, business manager of the AFL’s Central Labor Union, Henry F. Shipherd, president of the Philadelphia In dustrial Union Council (CIO), and W. B. Woodward, general chair man, Brotherhood of Locomotive Enginemen and Firemen, joined in the pledge of support for the Blood Center. q “Labor is firmly behind the blood program,” they said. "Few pro jects will so tremendously benefit labor as a working blood program such as the Red Cross has insti tuted. Too often in the past we have been compelled to pay high sums for blood when it was need ed. That situation no longer ex ists.” Each factory, plant and union local will organize blood donations under its own blood recruitment chairman in cooperation with man agement and the Red Cross, they said. "Now that we have the Blood Center, we must see to it that it carries out its objective of being able to give blood free to every one, regardless of race, color, creed or financial status,” the union leaders said.
