This change in the constitution was voted by the 68th AFL con vention unanimously to enable the 84)00,000 members to take a more active part in the political cam paigns. In recommending the change, the executive council said: •“In order that all members and officers of the AFL may, in the future, give full participation to the very, necessary political activi ties of egranired labor during the weeks immediately preceding elec tion day, the executive council rec ommends that the constitution of the AFL be amended in order that future annual conventions of the AFL should be convened each year on the third Monday in Septem ber instead of the first Monday in October.” By unanimous vote, the 68th con vention adopted a new Section 1, of Article 3, of the constitution providing: “The ccnvention of the federa tion shall meet annually, at 10 a. m. on the third Monday in Sep tember at such place as the dele gates have selected at the preced ing convention.” Urge Councils Form Housing Committees St. Paul. — Each Central Labor Council and Building Trades Coun cil is urged to form a local hous ing committee “to maintain par ticular vigilance in the coming year” in handling housing prob lems. The 68th annual AFL convention said these committees should: 1. Take an active interest in local public housing and slum clear ance projects under the new hous ing law, making certain that or ganised labor is fully represented. 2. Follow developments 4n rent control seeing that the interest oi union families is protected. 3. Stimulate interest in labor’s ‘middle-income” housing program AFL FARM UNION ACTS TO EXTEND COTTON STRIKE Washington.—After a strike of 30,000 cotton pickers ia the Cen tral Valley of California bad been nclu of brought^ to aa succi the National Farm Labor Union, announced that 20,000 union mem bers in the South had agreed to stay out of the fields. This action by members of the National Farm Labor Union on the cotton plantations of Ark ansas, Mississippi and southeast Missouri ,came following wage conferences held -in Pine Bluff. Ark., and Memphis, Term., where it was agreed that all workers would be notified to stay at home untQ the union rate of $3 per 100 pounds was paid. The current rate being paid bjr the planters is $2.60 per 100. Rutz told the AFL conventior that the new postwar German or ganization had 5,000,000 member: in 16 industrial unions, making it second in size in Europe to th British Trades Union Congress. He said the new federation faces the big problem of presenting a united effort against growing un employment, to roll back prices, to expand social security, to obtair labor representation on govern ment boards, to change the civil service laws to prevent the pres ent regime from perpetuating it self, to integrate 9,000,000 refu gees and to get a greater share aid. Rutz said the recent western Germany elections was a. victory for a coalition dominated by big business. “Its leaders have been antilabor and up to now have not shown too much activity or interest in th' work of building towards a real German democracy,” he sdtd. "This reactionary coalition does not rep resent the will of the majority of the German people.
